<br />7A - ATTACHMENT NO.2 <br />Page 39 <br /> <br />work in concert with the California Air Resources Board's implementation plan for <br />Assembly Bill 32. <br /> <br />The CAS has no regulatory force itself. Rather, the CAS is designed to inform <br />legislators, agencies, and local jurisdictions in the development of policies to address <br />climate change impacts. Many of the actions will be implemented at the local level via <br />the General Plan update process. At the State level, on December 3,2009, Governor <br />Schwarzenegger announced the creation of the Climate Adaptation Advisory Panel and a <br />Google Earth-based application called Cal-Adapt to visually demonstrate the risk of <br />climate impacts. <br /> <br />BAAQMD adopted its existing CEQA Guidelines in 1999, before GHG and <br />climate change concerns assumed their current prominence. BAAQMD's proposed <br />revisions to the CEQA Guidelines, released on December 7, 2009, include guidance <br />regarding appropriate significance thresholds with respect to a project's contribution to <br />GHG emissions. The draft guidelines also include guidance on mitigation measures to be <br />considered for incorporation into projects that exceed BAAQMD's recommended <br />thresholds. <br /> <br />CARB and BAAQMD guidance regarding GHG emissions and climate change is <br />evolving rapidly. In the event the City decides to move forward with the Saltworks <br />project, then we recommend monitoring carefully the development of regulations or <br />guidance addressing greenhouse gas emissions and climate change, and ensuring that this <br />guidance is considered in preparing the Saltworks EIR. <br /> <br />H.
