Standards for Issuing Permits/Findings/Mitigation Requirements. <br /> <br />The San Mateo County Local Agency Formation Commission ("LAFCo") has <br />jurisdiction over changes in organization and boundaries of cities and special districts. <br />LAFCO must approve annexations, detachments, incorporations formations, and <br />boundary adjustments between districts. The procedures and criteria used to make such <br />decisions are spelled out in State law and in policies adopted by LAFCo. <br /> <br />The Saltworks site is located within the City of Redwood City. For this reason, <br />LAFCo need not approve annexation of the site to the City. <br /> <br />We do not know whether the Saltworks project will require the formation of a <br />special district, or changes in boundaries between such districts. DMB representatives <br />stated they did not believe LAFCo action was required. If the project moves forward, <br />this information will need to be confirmed once further details of the project become <br />known. <br /> <br />J.
