<br />7A - ATTACHMENT NO.3 <br />Saltworks Proposal- Water Group Summary Report (22 January 2010) Page 8 <br /> <br />Chapter 1 - Introduction <br /> <br />OMS Redwood City Saltworks (OMS) submitted the Saltworks 50/50 Salanced Plan <br />(OMS proposal) to construct the Saltworks Development Project (project or Saltworks <br />project) to the City of Redwood City (City) in May 2009. The project would involve <br />construction of up to 12,000 residential units, approximately 1,200,000 square feet of <br />office/retail space, five schools, and various public amenities on a 1,436 acre site that <br />has been used for commercial salt production since 1901. On September 14,2009, the <br />City approved a contract with Hart Howerton, Ltd. to conduct an analysis of water, <br />institutional/permitting, and transportation issues associated with the Saltworks project to <br />provide a basis for a City decision about whether to embark on more detailed study of <br />the OMS proposal, including environmental analysis of the project. This report has been <br />prepared pursuant to the water analysis scope of work of the Hart Howerton contract. <br /> <br />1.1 Purpose and Objective of Report <br />This report evaluates the water demand and supply components of the OMS proposal. <br />The purpose of the evaluation is to identify the OMS proposal's water demand and <br />supply assumptions regarding volumes, use, feasibility, and sustainability. The objective <br />is to identify water demand and supply components about which the report authors <br />conclude: <br /> <br />· Could not be attained or implemented and, which if not attained or <br />implemented, would render the project infeasible such that further analysis is <br />unwarranted; or <br /> <br />· Represent policy issues or project implementation uncertainties that merit <br />further evaluation in the scoping and/or environmental impact assessment <br />phase of project evaluation. <br /> <br />1.2 Scope of Analysis <br /> <br />This report summarizes an analysis of, and conclusions from, project-related information <br />obtained from OMS, the City and other sources. Other public agencies and individuals <br />were contacted to obtain information and perspectives to support the authors' analysis. <br />A list of the documents reviewed by one or more of the report authors is provided in <br />Chapter 4. <br /> <br />The analysis was conducted to a depth and level of detail considered by the authors <br />sufficient to evaluate feasibility, policy issues, and project implementation uncertainties <br />that would be evident from the information available at this preliminary point in the <br />project development process and within the scope of this water demand and supply <br />analysis. At the onset, information from the City's public record on the project was <br />obtained and reviewed. Clarification was sought from City and OMS sources through <br />meetings, telephone calls and correspondence. This information was then evaluated by <br />one or more report authors using all the following methods as appropriate for each area <br />of analysis: <br />
