Cobarruviaz, Chief of Police c\ <br /> <br />To: <br /> <br />Subject: <br /> <br />Temporary Moratorium; Marijuana Collectives <br /> <br />Many cities have elected to enact a moratorium on permitting medical marijuana- <br />oriented businesses to operate. This moratorium would allow an opportunity for <br />City staff to study the potential impacts of medical marijuana collectives and their <br />operations. I support such a moratorium in the City of Redwood City. <br /> <br />In September 2006, the Riverside District Attorneys Office issued an <br />informational White Paper titled Medical Marijuana: History and Current <br />Complications. I n this report, the district attorney's office noted that medical <br />marijuana dispensaries had a secondary effect on communities that included an <br />increase in crime and nuisance related complaints where dispensaries operated. <br />The report specifically cites home invasion robberies and murders which can be <br />tied to dispensaries and store-front cooperatives. <br /> <br />In April 2009, the California Police Chiefs Association, Task Force on Marijuana <br />Dispensaries produced the White Paper on Marijuana Dispensaries. which <br />similarly determined significant criminal activity associated with medical <br />marijuana dispensaries and the secondary impacts of nuisance type complaints <br />that have accompanied marijuana dispensaries. <br /> <br />locally marijuana dispensaries have had a negative impact on the communities <br />in which they are located. Most recently, in October 2009, a man was reportedly <br />shot while trying to defend a medical marijuana crop from thieves in Oakland. <br /> <br />In 2007, agents from the Drug Enforcement Agency shut down four marijuana <br />dispensaries operating in violation of federal law in the City of San Mateo. <br />According to San Mateo Police Department officials, the dispensaries were <br /> <br />1 <br />
