<br />involved in the business of selling marijuana for profit. The operation of the <br />dispensaries created additional demands for police service. Neighbors <br />complained about individuals loitering in the area in order to purchase marijuana <br />from customers leaving the establishments. Additionally, complaints regarding <br />traffic and parking were voiced by the neighborhoods. <br /> <br />San Francisco Police Department officials reported similar issues associated with <br />medical marijuana dispensaries. Residents were intimidated by dispensary <br />customers who would loiter and consume marijuana outside of the <br />establishment. Concerns also were voiced by residents regarding the odor of <br />marijuana, litter I traffic and parking congestion. <br /> <br />A moratorium on permitting medical marijuana-oriented businesses to operate in <br />the City of Redwood City would provide City staff the needed opportunity to <br />provide a thoughtful study of the potential impacts of medical marijuana <br />collectives and their operations and to establish mechanisms to address those <br />impacts. <br /> <br />2 <br /> <br />8A <br />Page 1~ <br />Page 11 <br />
