Peter Vorametsanti, City Engineer, presented the staff report (presentation on file). He
provided details about the geographical context of the area. Mr. Delgado, Associate
Engineer, presented elements of the proposed traffic calming measures as well as the stop
signs. Staff also explained the traffic speed tables, summarizing the different inputs
received through petitions, non-residents and from the bicycling community.

One Council Member inquired about traffic circles in other areas and Mr. Vorametsanti
explained these are not really new. Another Council Member discussed the stop sign and
how this is not really a traffic calming device.

Public Comment
Dennis Tremain spoke about the area and showed a slide where he finds there is a
hazard. He also submitted a letter for the record and his preference is to remove the traffic
circle.

Jean Brook agreed with the prior speaker and opined that the main problem is that people
do not follow traffic rules in the area.

Jim Peters has lived on McGarvey for 25 years and the circle is in front of his house. He
said that being airborne is easily achieved and on Friday and Saturday this happens
regularly, however since the traffic circle is in it prevents this from happening.

Gary Kah said that only 40/0 of the drivers going down McGarvey are of interest to the
police. He believes an enforcement program would be wise and would pay for itself in that
area.

David Reis concurred with the previous speaker and he believes that enforcement would
be more effective.

Michael Jacoubowsky is a cyclist and he explained what happens to the pavement under
different weather conditions. He explained the difference between a car and a bicycle
using that street and he opposes the current recommendation.

Nathan Schrenk lives two houses down from the circle and he is happy with the circle and
those who were driving 50 mph no longer do it. He supports the recommendation.

Paul Hoekenga is gratified with the results of the city engineering process. He concurred
that the airborne cars are not occurring anymore, and he agreed there is less traffic on
McGarvey and it is safer.

Kathy Schrenk concurred that it is an enforcement issue but in reality this cannot be
resolved as such due to the lack of Police Department resources. Consequently, she
supports the current recommendation.

Doran Donnelly is a resident for 10 years thanked the Council for this opportunity and
process on how to resolve the issues. He mentioned that airborne cars were terrifying and
one crashed into a neighbor's yard.

REGULAR CITY COUNCIL
MEETING MINUTES

JANUARY 11, 2010
PAGE 7
