<br />Howard Smith thanked the city staff for taking action and installing these devices. He <br />believes this is a huge success and he is happy that this process is culminating in such a <br />success story. <br /> <br />Valerie Kissner said that the speed hump causes her much hardship and she submitted a <br />petition to remove the speed humps. She opined that the majority of the neighbors are <br />now opposed to the speed humps. <br /> <br />John Kissner said that this has not been calming at all. He does not support it and opposes <br />it. He provided various examples of how he finds this extremely difficult to live with. He <br />reiterated that all of the neighbors in the street signed the petition to remove the hump. <br /> <br />Carol Patane said she has lived on the street for over decades and she loves the hump <br />because it has helped her tremendously. She resides on the upper part of McGarvey and <br />most residents appreciate the hump. <br /> <br />Anthony Weibell appreciates the speed humps and in his view it has made a considerable <br />difference. He asked about the materials that are going to be used on the permanent <br />devices. <br /> <br />One Council Member asked staff to show the specific location of certain speakers who <br />spoke tonight and had such different perspectives. Staff responded and also provided <br />information on the difference between the temporary and the permanent materials. <br />Various Council Members asked questions about the speed humps and speed cushions. <br />One Council Member asked about a peer review to validate staff's findings or merely to <br />validate options. It was asked if a peer review would be unreasonable and staff said that it <br />would not be unreasonable. <br /> <br />Motion by Council Member Bain to move forward with alternative one and put in some <br />"grooves" for cyclists. Motion died for lack of a second. <br />M/S FoustlBain to approve the staff recommendation installing permanent traffic-calming <br />devices to include items a) and b) of the staff recommendation. <br /> <br />One Council Member noted that the City has worked hard at making the streets safer <br />through various committees and community and neighborhood engagement. He <br />acknowledged this was an experiment and is satisfied with the outcome. This Council <br />Member believes this provides a new model for how the city engages residents. One <br />Council Member agreed with the suggestion of the peer review and possibly including a <br />sound test to check the sound levels at the different sites. Council discussed the process <br />and time this has taken to date. <br /> <br />Vice Mayor Aguirre explained her first hand experience with traffic humps around her <br />residence. She clarified that safety is most important and therefore she supports safety <br />first for the neighborhood. She will support the motion. Mayor Ira said that this is more an <br />art than a traffic science and that the noise of a hump is insignificant if you think about the <br />fear and anguish people might endure.
