<br />6.18 <br />Page 2 <br /> <br />consultant and the seismic/structural subconsultant, G & E, will perform the work specific <br />to the seismic concerns and the assessment needed to develop the renewal and <br />replacement program. <br /> <br />West Yost Associates <br />Staff believes West Yost to be the best qualified firm for the general engineering <br />components of this project by merit of experience, staff's technical knowledge, and <br />project approach. West Yost will be responsible for the overall development of a Water <br />Master Plan that is both detailed and flexible. West Yost will develop and calibrate an <br />extended period simulation hydraulic model and incorporate the structural engineering <br />components of G & E's scope of work. West Yost will produce the capital and seismic <br />improvement programs. <br /> <br />G & E Engineering Systems, Inc. <br />Staff believes G & E to be the best qualified firm interviewed for the structural <br />engineering components of this project. As precursor to developing the seismic <br />improvement program, G & E will perform site-specific assessments to determine <br />seismic vulnerability. G & E will also create cost effective contingency and replacement <br />plans designed to reduce risk and lifecycle costs. The agreement includes two optional <br />tasks valued at $25,800.00 to (1) identify opportunities and prepare FEMA grant <br />applications for pre-earthquake seismic mitigation projects, and (2) convert system data <br />for use in earthquake damage mapping software which analyzes system damage and <br />performance after a seismic event for planning and decision making purposes. G & E <br />will license the use of this software to the city at no cost or future obligation. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreements with West Yost <br />Associates and/or G & E Engineering Systems, Inc. and direct staff to find alternate <br />means of completing the work, or modify the scope of work, or select other consultants. <br /> <br />FISCAL IMPACT <br />West Yost Associates <br />Funds for this project have been previously appropriated as Water Fund Capital Projects <br />- Water CIP Strategic Planning which has an available balance of $198,436.56. <br />Additional funding in the amount of $130,500.00 is provided via approved appropriation <br />transfer. <br /> <br />G & E Engineering Systems, Inc. <br />Funds for this project have been previously appropriated as Water Fund Capital <br />Projects - Water System Seismic Update which has an available balance of <br />$45,670.00. Additional funding in the amount of $83,000.00 is provided via approved <br />appropriation transfer. <br /> <br />All balances are as of December 31,2009. <br />
