'.:: . <br />. . . <br /> <br />6.2A <br />Page 1 <br /> <br />To the Honorable M.ayor and City C04Jn.cil <br />From :the..Cl ..=:-Mana..' .er. <br /> <br />January 25,2010 <br /> <br />SUBJECT <br />Approval of the Memorandum of Agreement (MOA) between City and County of San <br />Francisco and City of Redwood City (RWC) for the San Francisco Public Utilities <br />Commission (SFPUC) Hetch Hetchy Water System Improvement Program (WSIP) - <br />Bay Division Pipeline Reliability Upgrade Project - Bay Division Pipeline No. 5 - <br />Peninsula Reaches Project. <br /> <br />RECOMMENDATION <br />1. Adopt a resolution of the City Council of the City of Redwood City making findings as <br />a responsible agency pursuant to the California Environmental Quality Act in <br />connection with approval of a Memorandum of Agreement with the City and County <br />of San Francisco for the Bay Division Pipeline NO.5 Project. <br /> <br />2. Approve, by motion, the Memorandum of Agreement between the City and County <br />of San Francisco and the City of Redwood City on the construction of the Bay <br />Division Pipeline No. 5 Project, and authorize the City Manager to execute same, <br />and, as required, amend the engineering permit conditions in the MOA. <br /> <br />BACKGROUND <br />The SFPUC is a department within the City and County of San Francisco that provides <br />water, wastewater, and municipal power to San Francisco and is the third largest <br />municipal utility within California. SFPUC provides water to 2.5 million people <br />throughout the Bay Area. One third of this service is provided to residential, <br />commercial, and industrial customers within the City and County of San Francisco. Two <br />thirds of SFPUC's service is provided to customers in San Mateo, Santa Clara, and <br />Alameda counties. The SFPUC delivers about 265 million gallons per day to all water <br />customers within its system as of 2008. <br /> <br />Eighty-five percent of the water delivered by the SFPUC is derived from snowpack <br />runoff from the Sierra Nevada, via the Hetch Hetchy watershed located in Yosemite <br />National Park. About 15 percent of SFPUC's water is sourced from watersheds in the <br />East Bay and the San Francisco Peninsula. The Calaveras Reservoir in Santa Clara <br />County, the San Antonio Reservoir in Alameda County, and the Pilarcitos, Crystal <br />Springs, and San Andreas reservoirs in San Mateo County hold a combination of local <br />H.........H.:H.runoffand..stored..Hetch:Hetch .water~ <br /> <br />SFPUC is currently undertaking a Water Supply Improvement Program (WSIP) to <br />ensure their agency's ability to provide water to its customers. The WSIP includes at <br />least 85 capital improvement projects involving all elements of SFPUC's water delivery <br />system with priority given to issues of seismic stability and mitigation of the impact these <br />projects create. <br /> <br />The Bay Division Pipeline Reliability Upgrade Project - Bay Division Pipeline No. 5 is <br />one of the largest WSIP projects. The proposed project win construct a fifth Bay <br />Division Pipeline (BDPL 5) along the alignment of the existing BDPLs 1 and 2, and <br />create a tunnel under the San Francisco Bay between Newark and Menlo Park.
