6.2A

service continues to customers after a seismic event. The pipeline will be 5 feet in Page 2
diameter on the Peninsula. The construction of BOPL 5 wiU also allow for easier repair
and maintenance of existing pipelines. The Environmental Impact Report (EIR) for
SFPUC's project has been reviewed by Redwood City, and was certified on July 9,
2009.

Since 2006, SFPUC has met to coordinate their project with jurisdictions that will be
affected by the proposed construction. Those jurisdictions include Redwood City, four
other cities, two counties, and four school districts. This effort results in a Memorandum
of Agreement (MOA) proposed between SFPUC and each local jurisdiction.

The terms and conditions contained in the proposed MOA between SFPUC and RWC
have been negotiated by staff. They address construction coordination and
communications, liability, permit requirements, permit fees, property protection, traffic
control, public outreach, and restoration work required subsequent to construction.
Provisions contained in the MOA will minimize the disruption to neighborhoods, streets,
schools, churches, and parks resulting from the construction of this project.

Staff believes that the city's residents and businesses will greatly benefit from the
construction of the Bay Division Pipeline No. 5 in terms of water supply and the
reliability of that supply. Staff recommends that the City Council approve the MOA.

FISCAL IMPACT
There is no fiscal impact associated with this action. The MOA allows the city to recoup
all permit review fees and construction inspection costs from the SFPUC.

?f~

Phong Ou, PE
Senior Civil Engineer

S.
