6.2A
Page 24

. Mitigation Measure BIO-13c: Monitoring, passerine avoidance measures; buffer
adjustments

Impact BIO -14: Impacts on special-status bat species.

Potentially significant impacts on special-status bat species could result from Project
construction activities that require tree removals or pruning of trees that provide suitable roosting
habitat for special status bat species or that are occupied by roosting bats. Bats could then
abandon their young if impacts were to occur during seasonal periods of activity (about February
15 through April 15 and August 15 through October 30).

. Mitigation Measure BID 14a: Bat habitat assessment; pre-construction survey for signs
of bat activity
. Mitigation Measure BID 14b: Consult with the CDFG; bat exclusion and eviction
measures

Impact BIO -15: Temporary and permanent impacts on wetlands and other waters of the
U.S. and waters of the State.

Grading, excavation and filling to accommodate the construction of BDPL No.5 and its ancillary
facilities would result in permanent and temporary impacts on federally and State jurisdictional
waters and wetlands. Permanent impacts would result where pennanent changes in ground
surface elevations preclude natural reestablishment of wetlands. For purposes of this impact
analysis, it was assumed that the entire area of the right of way and the staging areas would be
disturbed by such activities as grading, trenching, stockpiling of earth or supplies, or clearing.
This area encompasses approximately 240 acres (97 hectares) of undeveloped land. Permanent
conversions from bare ground to paved or permanent structures would be limited to the footprint
of the valve vaults, control buildings, and related permanent facilities (e.g., manholes, walkways,
fuel tanks). The total footprint of new structures would be approximately 11,605 square feet.
Project excavations for pipeline and valve vault construction could also affect wetlands and other
waters of the U.S. and waters of the State by causing erosion and sedimentation or the release of
contaminants. Draft EIR Table 4.52 presents a summary of permanent and temporary impacts on
all wetland categories, as well as riparian areas.

. Mitigation Measure BID 15a: Compensation measures for temporary impacts;
preparation of a channel and habitat restoration plan
. Mitigation Measure BID i5b: Compensation measures (i.e., purchase of wetland credits,
payment of in-Heu-of fees; payment of monies toward specific public or private wetland
habitat creation, restoration, or enhancement projects; undertake a wetland creation
project on SFPUC lands) for permanent impacts
. Mitigation Measure BID 15c: Document location of wetlands to be avoided on contract
drawings; install construction fencing; routine monitoring; repair damage; notify
..... ~~g~~~~t?l)'. These habitats and communities include Central Coast riparian scrub and
oak woodlands. Because these areas provide valuable habitat and water quality benefits, the
permanent loss of these plant communities would be a significant impact. Draft EIR Table 4.5 3
identifies the permanent impacts on riparian habitat and other sensitive natural communities.

14
