Removal of fluorescent
tubes could result in exposure to PCBs or DEHP in the light ballasts or to mercury vapors if the
lights are broken. However, there is an established regulatory framework for asbestos abatement
as well as disposal of PCB-containing equipment, DEHP-containing ballasts, and fluorescent
light tubes. Potential impacts related to exposure to hazardous building materials are unknown
but could be significant if any of the structures were built prior to the late 1970s and hazardous
building materials are present.

. Mitigation Measure HAZ-l: Hazardous Building Materials Surveys and Abatement

Impact HAZ-2: Project construction could result in the exposure of people to hazardous
materials in soil, tunnel muck, and groundwater.

The proposed pipeline would be constructed through and near the locations of environmental
cases where hazardous materials have been identified in the soil or groundwater. During
operation, minor excavation could be required to expose the pipeline inspection or maintenance.
Ifhazardous materials are present in excavated soil, a release to the environment could occur, or
construction workers and the public could be exposed to the hazardous materials in the soil
and/or to chemical vapors during construction. However, because of the small amount of
excavation, impacts related to the potential exposure to hazardous n13.terials would be less than
significant with implementation of Standard Construction Measure No. 7 requiring preparation
of a contingency plan describing required measures should unanticipated contamination be
encountered during construction and handling of contaminated materials in accordance with
applicable Jaws and regulations.

. Mitigation Measure HAZ-2a: Site Health and Safety Plan
. Mitigation Measure HAZ-2b: Materials Disposal Plan

Impact HAZ-3: The migration of groundwater plumes could interfere with ongoing site
remediation activities.

The proposed pipeline would be constructed through and near numerous locations of
environmental cases where hazardous materials have been identified in the soil or groundwater,
some of which are undergoing or have completed remediation. Draft EIR pages 4.8-55 through
4.8-57 identifies the location of the potentially affected groundwater plumes.

. Mitigation Measure HAZ-3: Coordination with property owners and regulatory agencies

Impact HYD-l: On- or off-site flooding impacts caused by temporarily altering the
drainage pattern of creeks and flood control channels.

The Project would cross creeks and channels that convey surface water flows from the

. . ......:..:..s~~cii~ffh~~~Sj.~:J~I~~=r~.~~~ri~jf:J~.~\iu~mi~1~~r;~tcigri~~ci~~.~9~1~~irt~ffo~J~;~fu......

densely populated areas. Trenching of streams during the winter months could result in
significant impacts on hydrology by temporarily altering the drainage pattern of creeks and
channels. Pump or power failure or malfunction of the flume or other diversion structures could
result in channel overflows or unintended releases, which could increase the risk of flooding,
resulting in significant hydrologic impacts.

.
