<br />6.2A <br />Page 30 <br /> <br />dBA (Leq) at residential receptors located closest to the Newark, Ravenswood, and Redwood <br />City Valve Lots. <br /> <br />. Mitigation Measure NOI-4: Construction contract specifications pertaining to noise <br />reduction measures <br /> <br />Impact REC-la: The Project would impact recreational facilities by removing or damaging <br />existing recreational facilities directly. <br /> <br />The SFPUC allows some recreational uses within its right of way by lease, permit, or easement; <br />however, it retains the underlying property rights and maintains the right to access its water <br />facilities for repair, maintenance, replacement, or new construction. <br /> <br />The pipeline would cross the northern portion of Jerry Raber Ash Street Park. Park facilities <br />within the right of way that would be directly affected by construction would include paved <br />pathways, picnic tables, a small basketball court, barbeque grills, landscaping, shade structures, <br />concrete trash receptacles, concrete benches, the outfield portion of two ball fields, a storage <br />container, and a paved plaza area. Many of these facilities would be removed to accommodate <br />pipeline construction. Although the SFPUC's Standard Construction Measure No. 10 would <br />require its contractor(s} to restore the ground with the right of way at this location to its general <br />pre-construction condition, including regrading, reseeding, and repaving, as applicable, the <br />SFPUC does not intend to replace allY recreational structures as part of its Project proposal. <br />Therefore, the permanent removal of these recreational structures would constitute a significant <br />impact on recreational facilities at this location. <br /> <br />. Mitigation Measure REC-la: Notify Local Jurisdictions and Lease-Holders <br />. Mitigation Measure REC-l b: Restore Recreational Facilities to Pre-Construction <br />Condition <br /> <br />Impact REC-2a: The Project would cause environmental impacts that would result in <br />deterioration of the quality of the recreational experience. <br /> <br />On the eastern side of the Bay, part of the Bay Tunnel would be constlucted under the Don <br />Edwards San Francisco Bay National Wildlife Refuge. Because Project construction would be <br />located approximately 1,100 feet to the east of the closest potential recreational activity at the <br />refuge, recreational experience could be impacted by Project construction. Visitors at Don <br />Edwards San Francisco Bay National Wildlife Refuge could hear construction noise. In <br />addition, any pile driving performed at the Newark Valve Lot, for example, would create a. loud, <br />repetitious noise that could be annoying and disturbing. Therefore, because the construction <br />noise would not be consistent with the recreationists' expectations, and therefore degrade the <br />quality of the recreational experience, the Project would have a significant impact on recreation <br />at Don Edwards San Francisco Bay National Wildlife Refuge. <br /> <br />....: .......:..Miiigaiion.MeasureREC.2:.:.Adviiice'Notific.iitiou.: .:. ..... <br /> <br />Impact REC-lb: The Project would physically degrade recreational facilities by removing <br />or damaging existing recreational facilities directly. <br />The proposed Project would affect two basketball courts at 81. Leonard/Santa Paula Elementary <br />School during site preparation, construction, and restoration. These structures would be removed <br />to accommodate construction. Although the SFPUC's Standard Construction Measure No. 10 <br />would require its contractor(s) to restore the ground surface within the right of way to its pre- <br />construction condition, including regrading, reseeding, and repaving, as applicable, the SFPUC <br />does not intend to replace any recreational structures as part of its Project proposal.
