6.2A
Page 48

equipment and trucks would generate perceptible vibration for homes within approximately 80
feet and 70 feet of the working area or access roads, respectively. At the UPRR and El Camino
Real work areas there are homes that would be within 70 feet, and at Edgewood Road there are
homes at 55 feet from the proposed work area. Therefore, vibration from nighttime construction
activities could generate vibration exceeding the nighttime disturbance criterion at these
locations (as well as potentially others depending on the conditions of local encroachment
permits) and would thus be significant.

. Mitigation Measure NOI-3f. Prohibits the use of vibratory rollers during evening and
nighttime hours, relocates impacted residents, routes equipment and truck traffic as far as
feasible from sensitive receptors, and limits truck speeds in the construction work areas.

Although Mitigation Measure NOI-3fwould reduce construction-related vibration impacts,
heavy equipment operations within 80 feet, and truck traffic within 70 feet of residences would
potentially exceed the nighttime vibration thresholds. If the construction schedule requires these
operations to be conducted during nighttime hours, these impacts could be unavoidable
depending on setback distances from vibration sensitive receptors.

Cumulative Impact to Aesthetics

The BART Warm Springs Extension Project would be constructed along the east side of
Fremont's Central Park, and the Paseo Padre Parkway Grade Separation Project would be
constructed just south of this park. Both could require the removal of a small number of trees at
the park's southeast comer. The construction ofBDPL No.5 would also require tree removal
near the southern edge of Fremont's Central Park. Therefore, the proposed Project's contribution
would be cumulatively considerable (significant) due to the combined number of trees removed.
from this visually sensitive location.

. Mitigation Measures AES-l: Restoration of disturbed areas to pre-construction conditions
and monitoring the landscaping for five years.
. Mitigation Measure BIO-l7b: Replacement plantings.

Although Mitigation Measures AES-I and BIO-l7b may reduce the Project's contribution to this
aesthetics impact, the Project's impact would remain cumulatively considerable (significant and
unavoidable) because any replacement trees would be planted outside the right of way and may
not contribute to the same visual character as currently exists at the southern end of Fremont's
Central Park.

Cumulative Impact to Cultural Resources

Construction of the proposed Project could result in significant impacts on archaeological
resource sites that are eligible for listing on the National Register of Historic Places (NRHP) and
the California Register of Historic Resources (CRHR). These include known sites and
.undiscoveredptehistoric' :d'epositsthafriiay lieben'eaththe"grourid"srirrace;":Although:the"Pro}eCtis' "..,.... ,..
impact to known cultural resources would be mitigated to a less than cumulatively considerable
level, cumulatively considerable impacts to unknown archeological resources may be
unavoidable if significant archaeological resources are inadvertently impacted during excavation
of the tunnel and shafts. Due to the slurry condition of spoils upon tunnel excavation, it may not
be possible to know whether any previously undiscovered resources were impacted. Therefore,
the Project's cultural resource impact would remain cumulatively considerable (significant and
unavoidable) because the exact impact cannot be known or fully mitigated

Cumulative Impact to Noise

38
