<br />RESOLUTION No. 14996 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />MAKING FINDINGS AS A RESPONSIBLE AGENCY PURSUANT TO THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT IN CONNECTION WITH APPROVAL OF A <br />MEMORANDUM OF AGREEMENT WITH THE CITY AND COUNTY OF SAN <br />FRANCISCO FOR THE BAY DIVISION PIPELINE NO.5 PROJECT <br /> <br />2. Approve, by motion, the Memorandum of Agreement between the City and <br />County of San Francisco and the City of Redwood City on the construction of <br />the Bay Division Pipeline No. 5 Project, and authorize the City Manager to <br />execute same, and as required, amend the engineering permit conditions in the <br />MOA. <br /> <br />Minute Order 10-015 <br /> <br />6.3 Section - Claims and Warrants <br /> <br />A. Approve warrants dated through January 25, 2010 and usual and necessary <br />payments through February 1, 2010. <br /> <br />Minute Order 10-016 <br /> <br />.................................................................................. <br /> <br />7. STAFF REPORTS <br /> <br />A. Continued Funding for Human Services Financial Assistance Program and <br />Redwood Family House. <br /> <br />Recommendation: <br />The Housing and Human Concerns Committee recommends that the City continue <br />to fund the Human Services Financial Assistance Program (HSFA) and Redwood <br />Family House at current levels and that if any reductions need to be made, they be <br />done proportionate to the percentage taken Citywide. <br /> <br />Mr. Manuel, the Vice Chair, presented the report. He explained the various steps leading <br />to this recommendation. He opined that the most important finding is that this is a core <br />service of Redwood City. Mr. Manuel recommends that the City continue funding this <br />service as previously and he also requested that if there are reductions these be done <br />proportionally to what gets cut citywide. He specifically spoke to the fact that HSFA funds <br />benefit Redwood City residents. <br /> <br />Mayor Ira outlined the options which could be 1) go ahead fund it or 2) hold off or 3) have a <br />combination of 1) and 2). The Mayor also provided next steps as far as the City's budget is <br />concerned and that staff will be coming back with more information in March. He asked <br />that this be on the agenda tonight because he wanted it addressed earlier rather than later. <br />Mayor Ira asked that the Council discussion take place before the public comment. <br /> <br />One Council Member would like to keep the funding at the same level because he <br />understands how far the dollar goes in these agencies. One Council Member could not <br />see herself cut this and so she supports this and hopes that we can find ways to increase <br />leverage. Another Council Member was willing to fund it this year but is not confident that <br />in the future this will continue. Another Council Member agreed that this year this may be <br />cut slightly but in the future it will be hard to manage and maintain.
