6.1C
Page 1

REPORT

To the Honorable Mayor and City Council
From the Ci Mana er

February 8, 2010

SUBJECT
Award of Contract - Water and Sewer Replacement Project (Hillcrest Drive, Circle
Road, and Hopkins Avenue)

RECOMMENDATION
1. Reject, by motion, the apparent low bid of $479,455.00 submitted by Jonas &
Associates, Inc., of Martinez for the Water and Sewer Replacement Project (Hillcrest
Drive, Circle Road, and Hopkins Avenue) as non-responsive for the reasons
contained in this report.

2. Approve, by motion, the contract documents and award the contract for the Water
and Sewer Replacement Project (Hillcrest Drive, Circle Road, and Hopkins Avenue)
to the second lowest bidder, KJ Woods Construction, Inc., of San Francisco, for their
responsive and responsible bid of $518,000.00 and authorize the City Manager to
increase the contract amount up to 10% of the amount awarded if necessary.

BACKGROUND
The city annually performs a project to replace sections of the watermain system that
have a history of service disruptions due to age, excessive maintenance requirements,
and/or capacity limitations. Watermain sections targeted for eventual replacement are
annually reviewed by the Building, Infrastructure, and Transportation Department and
the Public Works Services Department to prioritize sections most in need of
replacement. In a similar fashion, the city systematically replaces sections of aging
sewer infrastructure to ensure the continued reliability of the system. Closed circuit
television (CCTV) inspection has revealed numerous defects in this section of sanitary
sewer pipeline including offset joints, significant circumferential and longitudinal
cracking, breaks in lateral connections, and root intrusion at joints. Because both the
water and sewer systems need to be replaced at this location, these replacement
projects were merged into one project. The Water and Sewer Replacement Project
(Hillcrest Drive, Circle Road and Hopkins Avenue) will replace approximately 2,200 feet
of watermain and 1,500 feet of sanitary sewer main, including residential services, fire
hydrants, water valves, sewer laterals, and manholes.

The eighteen (18) bids received at the bid opening on January 6,2010, are summarized
in the table below.

Bidder Bid Amount
Jonas & Associates, Inc. - Martinez $479A55.00
KJ Woods Construction - San Francisco 518,000.00
Rodan Builders, Inc. - Burlinaame 553,345.00
Shaw Pipeline Inc. - San Francisco 557,550.00
Fermin Sierra Construction, Inc. - Havward 598,880.00
Casey Construction - Emerald Hills 610,170.00
KAT Construction, Inc. - 615,926.00
