<br />Award of Contract - Water and Sewer Replacement Project (Hillcrest Drive, Circle
<br />Road, and Hopkins Avenue)
<br />
<br />RECOMMENDATION
<br />1. Reject, by motion, the apparent low bid of $479,455.00 submitted by Jonas &
<br />Associates, Inc., of Martinez for the Water and Sewer Replacement Project (Hillcrest
<br />Drive, Circle Road, and Hopkins Avenue) as non-responsive for the reasons
<br />contained in this report.
<br />
<br />2. Approve, by motion, the contract documents and award the contract for the Water
<br />and Sewer Replacement Project (Hillcrest Drive, Circle Road, and Hopkins Avenue)
<br />to the second lowest bidder, KJ Woods Construction, Inc., of San Francisco, for their
<br />responsive and responsible bid of $518,000.00 and authorize the City Manager to
<br />increase the contract amount up to 10% of the amount awarded if necessary.

<br />BACKGROUND
<br />The city annually performs a project to replace sections of the watermain system that
<br />have a history of service disruptions due to age, excessive maintenance requirements,
<br />and/or capacity limitations. Watermain sections targeted for eventual replacement are
<br />annually reviewed by the Building, Infrastructure, and Transportation Department and
<br />the Public Works Services Department to prioritize sections most in need of
<br />replacement. In a similar fashion, the city systematically replaces sections of aging
<br />sewer infrastructure to ensure the continued reliability of the system. Closed circuit
<br />television (CCTV) inspection has revealed numerous defects in this section of sanitary
<br />sewer pipeline including offset joints, significant circumferential and longitudinal
<br />cracking, breaks in lateral connections, and root intrusion at joints. Because both the
<br />water and sewer systems need to be replaced at this location, these replacement
<br />projects were merged into one project. The Water and Sewer Replacement Project
<br />(Hillcrest Drive, Circle Road and Hopkins Avenue) will replace approximately 2,200 feet
<br />of watermain and 1,500 feet of sanitary sewer main, including residential services, fire
<br />hydrants, water valves, sewer laterals, and manholes.

<br />The eighteen (18) bids received at the bid opening on January 6,2010, are summarized
<br />in the table below.
