The bid <br />submitted by Jonas & Associates was encountered to be non-responsive. <br /> <br />Bid Reject <br />The apparent low bid of $479,455.00 submitted by Jonas & Associates is 22% lower <br />than the engineer's estimate of $614,090.00 for the cost of construction. However, staff <br />has determined this bidder to be "not responsible" due to lack of experience on projects <br />of a similar nature. Specification Section 00200, Paragraph 1.14 (Bid Evaluation), Part <br />C.4.e. of the Contract Documents, states "minimum experience requirements of the <br />prime contractor including the completion of three (3) projects of similar nature and <br />complexity involving with contract dollar amounts of at least $500,000 each, within the <br />past five (5) years." Staff has evaluated Jonas & Associates experience and contacted <br />the references provided. Staff has concluded that Jonas & Associates does not comply <br />with the minimum qualifications and experience required to perform this project. The <br />City Attorney has advised on this matter and concurs. <br /> <br />Bid Award <br />The second lowest bidder, KJ Woods Construction, Inc., submitted a responsive and <br />responsible bid of $518,000.00, which is 16% lower than the Engineer's Estimate. KJ <br />Woods Construction, Inc. has successfully completed similar projects in the past and is <br />a qualified contractor. Based on the bids received, staff recommends award of the <br />contract to KJ Woods Construction, Inc. <br /> <br />Construction is scheduled to take place in two phases and project completion is <br />anticipated by June, 2010. The city will give notice, upon award of this contract, to all <br />residents and businesses that might be affected by the construction. Additionally, the <br />contractor is obligated to distribute notices at least two days prior to any possible <br />interruption of water service. <br /> <br />AL lERNA liVES <br />Council may choose not to award the contract and direct staff to rebid this project. <br />Continued deterioration of the water and sewer mains in the project area will increase <br />replacement costs, and may result in pipe breakages that interrupt service and damage <br />private property. <br />
