Amendment No.2 will include a scope of services designed to assist the City and Hart Howerton with the communications, public and media relations related to the three initial phases of the CEQA process, as outlined above. Additionally, Data Instincts will continue to assist the City in providing information to the public about the schedule and evaluation of the Saltworks development proposal. The scope of work associated with Amendment No.2 will include an additional cost not-to-exceed $90,000. The primary goal of the Data Instincts contract is to help the City keep the public engaged and informed via an open and transparent process. The City recognizes the tremendous community interest in the proposal to develop the 1,400-plus acre property and will continue to provide details about the application process, necessary studies and schedule for the review process on the City's Web site at www.redwoodcitv.ora/saltworks. Data Instincts is providing essential services to help City staff maintain this level of commitment. Together the Hart Howerton and Data Instincts amendments are anticipated to support the next six plus months of project management, public outreach, and continued evaluation of the Saltworks development proposal. ALTERNATIVES Council may choose not to approve contract amendment No.3 with Hart Howerton or direct staff to modify the scope of work, or work with an alternative consultant, or perform the work in house. Additional staff resources would be required. Additional staff resources would be required. FISCAL IMPACT The development proposal is subject to Redwood City's Planning cost recovery system. The applicant has submitted deposits to cover the cost of staff time needed for reviewing the development proposal. The applicant has also submitted funds to the City to cover the costs of any and all consultants. As additional consultants are hired, additional scope of work is added, or additional funds are necessary the applicant will be required to submit additional deposits. All costs for processing the Saltworks application are 100 percent reimbursable, and no City funds will be impacted by virtue of the process.
