<br />6.1E <br />Page 2 <br /> <br />The City has requested that Hart Howerton assist City staff in the selection of a lead <br />environmental consultant and sub-consultants and help to manage the process going <br />forward. This would include assistance in the establishment of an organizational <br />structure, schedule and communication strategy, managing the scoping process, taking <br />part in the selection of the environmental team members and on-going review and <br />coordination of environmental documentation. <br /> <br />It is anticipated that this work will move ahead in three main phases. All three phases <br />would include discussion about how to incorporate effective public outreach into the <br />process. <br /> <br />Phase One: Environmental Consultant Team Selection Process - work with the City to <br />craft a request for qualifications (RFQ) and overall selection process to identify the lead <br />environmental consultant and sub-consultants. <br /> <br />Phase Two: Notice of Preparation and ScoDino - work with the City's staff-consultant <br />team and selected lead environmental consultant to craft the Notice of Preparation <br />(NOP), scoping approach and public meeting(s) schedule. <br /> <br />Phase Three: On-ooino Review and Manaoement - continued coordination and review <br />with the City's team, including review of draft environmental studies, management of <br />schedule, and assistance with communication. <br /> <br />Additional information on the specifics associated with these three' phases can be <br />referenced in the attached scope of work. The scope of work associated with <br />Amendment No.3 will include an additional cost of $301 ,050. <br /> <br />The initial agreement, approved September 14, 2009, established an initial scope of <br />$334,264, with the City Manager provided the authority to extend the contract to a not- <br />to"exceed amount of $450,000. Amendment No. 1 to the Hart Howerton agreement <br />provided for an additional $18,000 scope for Whit Manley of Remy, Thomas, Moose & <br />Manley, LLP, a sub"consultant to Hart Howerton. Amendment No. 2 provided for an <br />additional $97,730 scope for Hart Howerton to complete the Tier One Summary <br />Reports, bringing the total contract amount to $449,994. <br /> <br />Data Instincts <br />On April 10, 2009, the City Manager executed an agreement for professional consulting <br />services with the firm Data Instincts in the amount of $59,500. The scope of services <br />included support to the Redwood City staff for the purpose of providing public <br />information about the review process for the Saltworks development proposal. Data <br />Instincts has been tasked with developing communications materials and systems in <br />coordination with City staff on an as-needed basis. These items include, but are not <br />limited to, a variety of informational collateral materials such as fact sheets, Web page <br />updates, educational materials, guidelines, letters, and e-mail broadcasts. <br /> <br />The initial contract scope was intended to cover the initial review phase of the OMS <br />application submittal. The revised scope of work described in Amendment No.1, which <br />was approved by City Council on December 14, 2009, covered the work associated with <br />completing the initial review of the development proposal and evaluation of the Tier One <br />
