9A
Page 3

Projects must appear on the SWRCB adopted PPL to be eligible to receive financial assistance.

The SWRCB Division of Financial Assistance will use FAAST
(httos:llfaast.waterboards.ca.aov/index.html) to accept all additions, deletions, and changes to the
PPL.

Being listed on the PPL does not qualify as an application for CWSRF program financing.
Applicants must submit a separate application to receive financing from the CWSRF program,
and only projects on the adopted PPL may receive financial assistance.

The CWSRF application is on SWRCB's Web site.
www.waterboards.ca.aov/water issues/oroarams/arants loans/srflsrf forms.shtml

CWSRF funds can be used for construction of wastewater treatment and water reclamation
facilities, correction of non-point source and storm drainage pollution problems, and
implementation of estuary enhancement activities.

More information about the CWSRF program is available on SWRCB's Web site.
www.waterboards.ca.aov/water issues/oroarams/arants loans/srflindex.shtml

For questions, please contact Christine White at cwhite@waterboards.ca.aov or the FAAST help
desk at faast adminCIDwaterboards.ca.aov.

April Legislative Action Days Cancelled
Event to be Rescheduled at Future Date

The League officially announced this week that Legislative Action Days, originally scheduled for
April 21-22, has been cancelled. The League's regional public affairs managers were notified of
this schedule change a few weeks ago and have been relaying the information to city officials.

The decision was made to postpone the annual lobbying event in Sacramento so that the League
and our members can focus on signature gathering to qualify the Local Taxpayer, Public Safety
and Transportation Protection Act.

The event will likely be rescheduled for a later date. Please stay tuned to City Advocate Weekly
for information or log on to www.cacities.ora/events.

COPS Allocations Available

COPS grant allocations to cities and counties now come from a temporary 0.15 percent Vehicle
License Fee (VLF) rate. The rate was imposed May 19, 2009 and now funds a variety of law
enforcement programs previously paid for by the state general fund.

Based on new VLF revenue estimates from the California Department of Finance, the California
Local Government Finance Almanac has updated its FY 2009-10 agency by agency allocation
estimates and projected FY 2010-11 amounts.

For the complete report, please visit CalifornlaCityFinance.com at
www.californiacitvfinance.com/SLESF-COPS11 100125.odf.

New Estimates Available for Local Streets and Roads Allocations

New estimates of FY 2009-10 and FY 2010-11 Proposition 42 Local Streets and Roads
allocations are now posted on the California Local Government Finance Almanac at
www.callfornlacitvfinance.com/Proo42alloc.odf. The estimates are based on recently released
state sales tax estimates from the California Department of Finance on Jan. 25.

3
