<br />6.1C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />March 8, 2010 <br /> <br />SUBJECT <br />Award of Contract - 2009-2010 Sewer Main Replacement Project (Hopkins Avenue <br />Section) <br /> <br />ReCOMMENDATION <br />Approve, by motion, the Contract Documents and award the contract for the 2009-2010 <br />Sewer Main Replacement Project (Hopkins Avenue Section) to the lowest responsible <br />bidder, Casey Construction, Inc. of Emerald Hills for their low bid of $330,000.00 and <br />authorize the City Manager to increase the contract amount, if necessary, up to 100/0 of <br />the amount awarded. <br /> <br />BACKGROUND <br />The city systematically replaces sections of aging sewer infrastructure to ensure the <br />continued reliability of the system. Every year, the Building, Infrastructure and <br />Transportation Department and Public Works Services staff identify pipelines that have <br />required excessive maintenance or have experienced repeated service disruptions and <br />target those pipelines for replacement. <br /> <br />Recently, the city has become more proactive in assessing the condition of the system <br />by employing closed circuit television inspection services (CClV). This technology <br />helps to identify pipe defects such as cracks, offset joints, and root intrusion that can be <br />remediated before a service failure. The CCTV inspection videos for Hopkins Avenue <br />showed defects that required mitigation. <br /> <br />This work is part of the 2009-2010 Sewer Main Replacement Program and will replace <br />pipeline segments along Hopkins Avenue from Alameda De Las Pulgas to Fulton <br />Street. The project when completed will replace approximately 3,350 linear feet of 6- <br />inch vitrified clay pipe (VCP) sewer main with new a-inch polyvinyl chloride pipe (PVC). <br />The work to replace this particular section of sewer main has been fast tracked by staff <br />to best coordinate with roadway resurfacing projects that will receive American <br />Reinvestment and Recovery Act (ARRA) funding. Projects funded by ARRA grants <br />must be completed within a very restrictive time period. Because of these time <br />constraints, staff must move forward to replace the section of sewer main in this area <br />before the scheduled roadway resurfacing, or risk excavating a newly resurfaced <br />roadway. The city's usual practice is to advertise a project for public bidding four weeks <br />prior to the bid opening and seek Council's award of the contract within four weeks after <br />bid opening. Bidding and awarding the contract for the replacement of this section of <br />sewer main has been accelerated in order to comply with the conditions/terms of ARRA <br />grant funding. <br />
