\Vork Tasks:
TASK 3.1 CONFIRM SOFTWARE SELECTION

The City has a hydraulic computer simulation model of its water distribution system within the Lower
Pressure Area, developed using Haestad Method's (now Bentley) simulation software, WaterCAD. The
City has decided to change to the MWH Soft product Info Water. Using previously developed
comparisons for the two software vendors, WY A will prepare a brief narrative comparing the two software
packages. As part of preparing the narrative, WY A will also discuss with the City the current and future
modeling needs by exploring two options: City owned and consultant owned.

TASK 3.2 ASSESS CONVERSION OF EXISTING HYDRAULIC MODEL

WY A will evaluate what information from the City's existing model should be converted to the new water
modeling software program. The evaluation will consider full model conversion to extraction of select
information for use in the hydraulic model developed as part of the Master Plan.

Task 3\AJork Products:

. Briefnarrative of City selected software and features (1 to 2 pages) for City review/comment.

Task 3 Assumptions:

. Budgeting does not include purchase of modeling software for City use.

. Budgeting for model development (Task 6) covers conversion of the existing model or extraction
of selected elements from the existing model.

Task 4 Review Land Use and Zoning

Objective: Obtain and review latest general and specific plan land use and population information that
will be the basis for developing water use projections.

VJork Tasks:

TASK 4.1 OBTAIN, REViEW AND ANALYZE LAND USE AND POPULATION DATA

The WY A team will meet with the City's Planning Division staff to obtain information on general and
specific land use plans and population forecasts for the City. During this meeting, and through follow-up
phone calls, WY A will collect and review information on all existing and proposed developments in and
next to the City for which land use data is readily available, including population data from Association of
Bay Area Governments (ABAG). Information sources will include the City's general plan update, specific
plans, annexations, and smaller developments. WY A will discuss this information with the City to develop
an estimated timing framework for land use development and population growth.

The City's water system service area includes small areas of unincorporated county. WY A will perform
web-based research to identify land use densities for this area, and meet with County Planning staff to
confirm information on land uses and anticipated development within these areas.

WY A will use the land use information gathered from the City and County to develop a land-use map that
will be used to develop water use projections.

October 22, 2009

4
