TASK 4.2 REFINE VvATER DUTIES

The City has developed unit water demand factors used for developing planning projections of annual
water use. These unit water demand factors are documented in the City's Attachment Q. WY A will
review unit water demands used by the City, and confirm that available parcel, customer billing and water
use data are sufficient to develop existing water use on a parcel by parcel basis for the hydraulic model,
and to refine water duties. WY A will also identify particular land uses that may have high fire flow
requirements.

WY A will compute new land use-based unit demand factors to determine whether the unit demand factors
used by the City require revision and refinement. These land use-based unit demand factors will be
correlated with the City's service designations so that resulting water demand projections can be compared
to projections in the existing Urban Water Management Plan (UWMP), as discussed further in Task 5.

In order to develop the new unit demand factors, WY A will collect land use information in a GIS format
to the extent it is available. Information will be developed so that it is consistent with customer
classifications identified in the UWMP as specified by DWR and with the definitions set forth in SB 610
and 221.

Historical metered water use provided by the City, along with GIS parcel data, will be used to develop unit
demand factors.

Task 4 VJork Products:

. Draft TM summarizing land use data, review of unit water use factors and available data for
refining water duties and refinements to water duties, where needed.

. GIS-based land use map.

Task 4 Assumptions:

. The City will be provide at least 5 years (2004 to 2008) of metered water use, by address and zip
code (per the City, zip code is only available for the last three years), for those services that are
metered.

Task 5 Water Demand Analysis
Objective:

Re-confirm the City's anticipated water demand requirement at the buildout of the City General Plan, and
accurately allocate projected demands throughout the City, if necessary. This will allow the City the ability
to review existing demands as compared to current projections, and to evaluate the potential impacts and
timing of new customer demands on existing and future water system infrastructure.

Work Tasks:

TASK 5.1. DEVELOP ANNUAL WATER USE PROJECTIONS

WY A will project water demands for each service class and compare them to the City's forecasts in its
existing UWMP. Demands will also be projected using a population-based methodology to serve as a

October 22, 2009

5
