WY A will be responsible for coordinating work efforts with G&E. Oversight of G&E work will <br />be the responsibility of the City. <br /> <br />Task 10 Water System Capital Improvement Plan Development <br /> <br />Objective: Using results from the hydraulic analysis, seismic assessment, and renewal and replacement <br />program analysis, develop a combined capital improvement plan (CIP) that identifies and prioritizes <br />required water system improvements based on criticality, and synergies between the various technical <br />programs. <br /> <br />The CIP will identify the size and location of required pipelines, pump stations, and storage reservoirs to <br />meet both system operating criteria and current seismic code requirements. The CIP will provide a facility <br />description, size, cost and required timing for facility construction/operation. The recommended <br />improvements will be listed in five-year increments through 2030, with the first five years (2010 - 2015) <br />summarized on an annual basis. <br /> <br />Work Tasks: <br /> <br />TASK 10.1 DEFINE LEVEL OF SERVICE GOALS AND SPECIFIC PERFORMANCE METRiCS <br /> <br />WY A will conduct a workshop with City staff to develop Level of Service Goals. These goals provide <br />distinct and measurable objectives for service and reliability related to public health and safety, cost, <br />environmental protection, and if desired by the City, provision of water for public use (parks, pools, etc.). <br />The Level of Service Goals are designed to reflect measures of success as viewed by the end user, and will <br />serve as the basis for assessing project need and criticality. As part of the workshop, relative weights for <br />the Level of Service Goals will be developed, based on group and individual stakeholder preferences. <br />This workshop will be conducted early in the project. <br /> <br />It is envisioned that this workshop would occur early in the project prior to commencing technical <br />evaluations. Once Level of Service goals have been established, WY A will work with City staff and <br />G&E, to establish specific performance goals and scoring method to be used for each of the technical <br />evaluations. Scoring will take into account facility or program criticality as well as importance or impact <br />of project in meeting the Level of Service goals, as measured by the specific performance goals. <br /> <br />TASK 10.2 IDENTIFY PROJECT SYNERGIES <br /> <br />Using the preliminary list of projects identified from each of the different evaluations, for each project or <br />reasonable grouping of projects, WY A, the City and G&E will review and identify opportunities to <br />combine projects that have multiple benefits. Projects with multiple benefits will also be re-evaluated to <br />adjust their scores and priorities, relative to projects that provide only single benefits.
