<br />will also be performed to identify projects that are sensitive to stakeholder preferences regarding Level of <br />Service goals. <br /> <br />TASK 10.3 CIP DEVELOPMENT <br /> <br />WY A will develop the prioritized CIP with recommendations from the hydraulic modeling analysis, <br />seismic vulnerability analysis, and projects planned in the City's existing CIP, including associated cost <br />data, developed based on past cost information and recent bid results. The CIP will address projects with <br />the greatest need first, and integrate the potentially competing recommendations from the multi-faceted <br />evaluations completed for this Water Master Plan. This prioritized project matrix will be reviewed with <br />staff with respect to potential overriding factors. The projects will be distributed over the 20-year CIP <br />timeframe based on need, after which resulting CIP costs over time will be reviewed. Costs will be <br />allocated to existing users and future customers, to provide the necessary information for future rate and <br />connection fee studies. Cost estimates will be conceptual, planning level costs consistent with order of <br />magnitude cost guidelines as defined by the Association of Cost Estimating Engineers. <br /> <br />Using metrics provided by City staff for allowable annual expenditures, the CIP will be adjusted to reflect <br />a desired cash flow, and the impact on long-term reliability and affordably evaluated. Up to three CIP <br />scenarios will be developed, based on different funding levels. For CIP scenarios with lower funding <br />levels, the risks and consequences of implementing the program over a longer time-frame will be <br />described. Through this iterative and collaborative process, WY A will provide a comprehensive and <br />needs-based CIP that is endorsed by the City and the community. <br /> <br />The final CIP, which is based on need and maximizes system reliability at an acceptable cost, will be <br />presented through tables and also using graphics that not only define the timeline for implementation, but <br />link recommended improvements to demands, known outage events, seismic vulnerability, and other <br />factors driving the need for capital improvements. <br /> <br />Task 10 Work Products: <br /> <br />Draft chapter which summarizes level of service goals, project criticality assessments, and the <br />recommended capital improvement plan. <br /> <br />Task 10 Assumptions: <br /> <br />.
