<br />METROPOLITAN PLANNING GROUP <br /> <br /> <br />a new design on urban planning <br /> <br />G R 0 U P <br /> <br />Introduction <br /> <br />The proposed zoning text amendments for the R-2 zone in the City of Redwood City brings with it possible <br />environmental impacts. In order to evaluate the impacts of this text amendment on the City and the <br />neighborhoods; an Initial Study is required to be prepared pursuant to the California Environmental Quality <br />Act (CEQA). The City anticipates that an Initial Study and a Negative Declaration will be utilized to evaluate <br />and mitigate any environmental issues caused by the project. To comply with CEQA, the Planning Division <br />must provide a Notice of Determination to adopt a Negative Declaration or Mitigated Negative Declaration <br />to the public, responsible agencies, trustee agencies, and the County Clerk of San Mateo County, <br />sufficiently prior to adoption by the lead agency of the Negative Declaration or Mitigated Negative <br />Declaration in order to allow the public and agencies an adequate review period. <br /> <br />Project Description <br /> <br />The proposed project is amendments to the City's R-2 zoning district to clarify the minimum lot area per <br />unit on parcels over 10,000 square feet for residential development projects. <br /> <br />Key Staff <br /> <br />M-Group staff has comprehensive knowledge and technical expertise in working with planning studies and <br />development projects in San Mateo County, environmental laws and regulations under NEPA and CEQA and <br />applicable federal, state and local regulatory requirements. For the proposed R-2 Zoning Text Amendment <br />Environmental Review, M-Group has assigned Kevin Gardiner, Principal Planner, as the primary staff <br />person. Kevin has extensive experience processing development projects and managing the complex <br />CEQA process through his work throughout the Bay Area. Derek Farmer, Senior Planner, will assist with <br />Initial Study preparation. M-Group Principal, Geoff Bradley will serve as the Principal-In-Charge for the <br />project. <br /> <br />Project Understanding <br /> <br />The initiation of the environmental review process in accordance with the California Environmental Quality <br />Act (CEQA) will be done with a clear understanding of the project issues and definition of the project. In <br />consultation with City staff, the project team will prepare an Initial Study that will identify the project- <br />related issues and impacts associated with each environmental topic in Appendix G of the CEQA Guideline. <br /> <br />Particular attention will be paid to the following topics, which may require a more in-depth analysis. <br /> <br />o Land Use (consistency with City policies, regulations and neighborhood compatibility) <br />o Visual Quality (scale, aesthetics, views from off-site) <br />o Traffic / Circulation (congestion levels, access, safety, adequacy) <br />o Air Quality (dust particulates as result of demolition, exhaust from drive-thru lane) <br />o Utilities (changes to the utility systems) <br />o Noise (for the construction phase), Light and Glare <br /> <br />578 clyde avenue suite 340 mountain view calif 84043 T 650 838 1111 <br /> <br />www.mplanninggroup.com <br />
