Accordingly, this scope of work <br />assumes that following preparation of the Initial Study, the City will be able to adopt a Negative Declaration <br />or Mitigated Negative Declaration for the development. <br /> <br />Alternatively, if the City determines that the project would result in one or more potentially significant <br />impacts, an Environmental Impact Report (EIR) would be required. Under this scenario, M-Group would <br />submit an amended work scope to address the effort required to prepare the environmental documents. <br /> <br />Scope of work <br /> <br />M-Group proposes to undertake the preparation of an Initial Study in order to determine the significant <br />impact the project may have on the environment and to document the lead agency's decision to adopt a <br />Negative Declaration depending on the potential impacts. The Initial Study for will include: <br /> <br />a. Project Description <br />b. Environmental Setting <br />c. Potential Environmental Impacts and brief explanation to support findings <br />d. Mitigation measures for any significant impacts <br />e. Consistency with plans and policies <br />f. Names of parties responsible for preparation <br /> <br />The Negative Declaration will document that there is no substantial evidence that the project may have a <br />significant impact on the environment, as appropriate. A Notice of Intent (NOI) to adopt a negative <br />declaration will be prepared to the public, responsible agencies, trustee agencies, and the county clerk of <br />each county within which the proposed project is located, sufficiently prior to adoption by the lead agency <br />of the negative declaration to allow the public and agencies the review period. <br /> <br />The Negative Declaration circulated for public review shall include: <br /> <br />a. A brief description of the project, including a commonly used name for the project, if any; <br />b. The location of the project, preferably shown on a map, and the name of the project proponent; <br />c. A proposed finding that the project will not have a significant effect on the environment; <br />d. An attached copy of the Initial Study documenting reasons to support the finding; and <br />e.
