-'

Seismic Vulnerability Study

EXHIBIT -A-

Overview
The work scope described herein responds to the work requested in Redwood City's
"Request For Proposal", dated April 1, 2009, the clarifications made during the meeting
between Redwood City, G&E and West Yost held on September 8, 2009, and discussions
with Redwood City on October 9,2009.

Task numbering. The work scope described herein uses Task numbers beginning with
"1 ". Tasks 1,2 and 3 provide the basic work in response to Task number "8" in the RFP
dated April 1, 2009, coupled with requests made during the meeting of September 8,
2009. Tasks 4,5 and 6 are optional.

Seismic Vulnerability Study

Task 1 Review Existing Studies, Data Collection, Draft Goals, Draft SIPs

G&E will review the three existing seismic studies for the Redwood City water system.
These include the 1982 CH2M-Hill study, the 1995 KJC study and the 2002 G&E study.
Each of these studies were based on comparison to codes and guidelines of various
vintages, some of which have since been updated or superseded by modem (year 2009)
codes and guidelines.

We will develop tables that show the recommendations in each of these 1982-2002
studies, and compare these versus what the City has actually implemented in the interim.
The tables will cover the following components:

Summary Table 1 - Seismic Weaknesses and System Impacts

· Geotechnical and geologic hazards
· Seismic criteria (return periods, response spectra, ground velocities, liquefaction,
landslide, primary (San Andreas, Hayward) and secondary (Serra) faults
· Seismic performance of Tanks (reservoirs)
· Seismic performance of pump stations (including loss of PG&E power, suitability
of emergency generators, quick connects)
· Distribution pipelines (including existing seismic weaknesses, joinery, new types
of pipes)
. SFPUC performance
· Emergency preparedness and response
· Total system response (including leak rates, water outages, duration of outages,
location of outages)
· Long term issues ( corrosion, age)

October 9, 2009

Page 1
