<br />Seismic Vulnerability Study <br /> <br />Summary Table 2 - Upgrade Activities to Address Weaknesses <br /> <br />· Recommended upgrade (by facility) <br />· Recommended upgrade cost (historical and updated to year 2009 dollars) <br />· Actual work done, 1982 to 2009 (including actual costs and upgrades) <br />. Open items <br /> <br />Additional data to be collected will include: original design documents (fabrication <br />drawings); updated maps; GIS data for pipeline locations; leak histories; available <br />geotechnical reports. Redwood City will provide G&E with current databases (in GIS <br />format for maps, excel format for leak history) and a current block book. Redwood City <br />will make available to G&E access to its electronic drawing system, so that G&E can <br />review original plans and profiles of a selection of pipelines to determine characteristics <br />of original construction (such as pipe joinery) that are not reflected in the GIS. <br /> <br />G&E will prepare a set of (about) ten performance goals for the Redwood City water <br />system with regards to earthquake response and post-earthquake service restoration. <br />These will be based on similar work done for more than 20 other water agencies, as well <br />as suggested goals in industry-standard guidelines, adjusted to reflect Redwood City's <br />unique situation. <br /> <br />These goals will be "draft". It is understood that the cost to meet some or all of these draft <br />goals will not be known until Task 3. Further, the benefits of meeting of these goals will <br />also not be known until Task 3. Accordingly, it is recognized that these draft goals may <br />change before they are finalized. <br /> <br />We will also develop an initial ranking of possible seismic upgrades for the R WC system. <br />This will be based on G&E's prior work, as well as considering the possible need to <br />develop a ranking priority for upgrade or replacement of individual pipelines in the RWC <br />distribution system. <br /> <br />We will prepare a Tech Memo 1 with all findings and submit to the City . We will meet <br />with the City and West Yost to discuss the fmdings in Tech Memo 1. At this meeting, the <br />City and West Yost will provide a list to G&E with possible upgrades under <br />consideration for non-seismic improvements, such as the addition of one to three new <br />storage tanks, or other specific improvements being considered. The intent is to develop <br />up to four packages of possible seismic improvement programs (SIPs) for consideration <br />in Task 3. Each of the four SIPs may include many individual mitigation or preparedness <br />activities (see Task 3 for further discussion of the SIPs). <br /> <br />The City will provide comments as suitable, and these comments will be factored into <br />subsequent activities and into the final Task 3 report. <br /> <br />October 9, 2009 <br /> <br />Page 2 <br />
