<br />Seismic Vulnerability Study <br /> <br />· Provide maps, pictures, calculations and sketches for the conceptual upgrades. <br /> <br />All findings from Task 3 will be included into Tech Memo (3). Tech Memo 3 will factor <br />in any comments from prior Tech Memos 1 and 2. We will meet with the City to describe <br />Tech Memo 3. The City will provide us comments and we will then re-issue Tech Memo <br />3 as the fmal report. <br /> <br />Task 4 FEMA Grants (Optional) <br /> <br />FEMA has a series of grant programs whereby public agencies can get money to <br />implement pre-earthquake seismic mitigation projects or get reimbursed for post- <br />earthquake repairs. To be eligible, the City of Redwood City must have two key <br />documents: a Benefit Cost Analysis that shows a benefit cost ratio grater than 1; and an <br />hazard mitigation plan that outlines the hazards and prioritized projects that are critical to <br />the City. <br /> <br />G&E has prepared more than 1,000 such BCAs and developed many of the hazard <br />mitigation plans. Working for FEMA, G&E prepared the FEMA benefit cost program (all <br />engineering calculations required by FEMA), and performed essentially every FEMA <br />evaluation of grant requests after the 1989 Lorna Prieta and 1994 Northridge earthquakes. <br />This involved distribution of nearly $1 billion for seismic mitigation of tanks, reservoirs, <br />wells, pump stations and pipelines for water utilities and other critical public facilities. <br />Since 2002, G&E has prepared grant requests on the behalf of many public agencies, and <br />was successful in obtaining grants from FEMA more than 25 times, totaling more than <br />$45,000,000. Examples of particular relevance to the city of Redwood City include: <br /> <br />· Obtained $3,000,000 to install additional valves in to BDPL 3 and 4 (SFPUC). <br /> <br />· Obtained $1,500,000 to install flexible pipe connections and upgrade six 4-million <br />gallon steel tanks (City of Santa Clara). <br /> <br />· Obtained $3,000,000 to upgrade non-structural components for the BART system. <br /> <br />· Obtained $1,400,000 to upgrade clarifiers, operations buildings and equipment at <br />the City of Albany water treatment plant (Oregon). <br /> <br />· Obtained $1,200,000 to seismically upgrade tanks, the filter gallery building, <br />pump stations for the Clackamas River Water system (near Portland, Oregon). <br /> <br />· Obtained $3,000,000 to mitigate landslides along three large diameter (60-inch to <br />87-inch) steel water pipelines for the Portland Water Bureau. <br /> <br />· Obtained $3,000,000 to upgrade 24-inch to 54-inch diameter pipelines through <br />liquefaction and landslide zones, City of San Diego water department. <br /> <br />October 9, 2009 <br /> <br />Page 6 <br />
