<br />Seismic Vulnerability Study <br /> <br />· More than 25 other grants, covering fire stations, police stations, emergency <br />operations centers; city halls; local-agency-owned highway bridges; libraries; and <br />other public facilities. <br /> <br />In order for the city of Redwood City to be eligible to obtain such monies, G&E can <br />prepare all required plans and grant efforts. In our cost proposal, we include the costs to <br />initiate such efforts, recognizing that 75% of the total costs are also eligible for <br />reimbursement from FEMA. Depending on the size of FEMA funding approved by <br />Congress (yearly) and other requests for funding from other utilities / agencies, there can <br />be no guarantee of receipt ofFEMA money to Redwood City. However, as FEMA is the <br />de-facto insurer of Redwood City's water system, it is incumbent on Redwood City to be <br />sure it is eligible to obtain such money, and to do so requires careful adherence to <br />FEMA's requirements. <br /> <br />In Task 4A, G&E will assist Redwood City in preparing a multi-hazard mitigation plan. <br />According to Redwood City, a plan is currently being developed by the redwood City <br />Fire Department. G&E will review the draft of this plan, and suggest / provide <br />supplemental information so that the plan includes the water department, with regards to <br />earthquake or other significant hazard. Given the schedule, we will use the available <br />information about Redwood City's water system, as developed through 2002. <br /> <br />In Task 4B, we will develop a pre-disaster mitigation grant for seismic upgrade of <br />selected parts of the Redwood City water system. This is limited to $4,000,000, with 75% <br />cost share (up to $3,000,000) by FEMA. This work will be done in conjunction with the <br />FEMA schedule for 2011, and will reflect the findings from Tasks 1,2 and 3. <br /> <br />Task 5 Pipe Replacement Program (Leaks) <br /> <br />At the meeting with Redwood City, G&E and West Yost held on September 8, 2009, it <br />was identified that Redwood City would like help with the technical basis to replace <br />pipelines due to ongoing leaks. <br /> <br />Since this meeting, G&E has internally discussed how to do this, in a manner that will <br />meet Redwood City's needs, as well as be technically sound. Our recommended approach <br />is as follows. <br /> <br />5.1. We will collect and review the available leak history from Redwood City. This leak <br />history covers about 7 years (2002 to 2009) period). <br /> <br />5 .2. We will collect and assess available information from other water agencies in the <br />greater San Francisco Bay Area. This may include EBMUD and ACWD. G&E has <br />detailed GIS-based databases of these water systems. These water systems have many <br />years of leak data available for their pipelines. <br /> <br />5.3 . We will assess the leak histories and case histories to examine the following concern: <br />will the leak rate increase as the pipes become older?
