<br />Exhibit A <br />Bayfront Special Study Area <br />February 10. 2010 <br /> <br />EXHIBIT A <br /> <br />Scope of Services <br /> <br />BayfrontlRedwood Creek Special Study Area <br /> <br />Introduction <br />The City of Redwood City is at a critical juncture to recognize the potential of the Bayfront and the <br />connections between downtown and the water's edge and to establish key policy directions that will <br />guide the evolution of the Bayfront. At present, there are strategic vacant lands within the Bayfront <br />planning area that are undergoing study by developers and owners which need a comprehensive <br />planning approach. In addition, the finalization of the new General Plan for the City identifies <br />important policy initiatives, including: <br />· The Bqyfront area and Redwood Creek as an additional planning zone that needs a <br />focused poliry and planning approach; <br />· The need for energy and amenities in the downtown area to stimulate housing and <br />business opportunities, <br />· The advent of an updated Port of Redwood City master planning process, and <br />· The submittal of a development proposal for the Saltworks site which focuses on the <br />future of Redwood City:r Bqyfront and challenges the vision that the City has for this <br />area, regardless of whether the prq/ect is approved or not. <br /> <br />The area under this contractual review would focus on the Inner Bayfront and Redwood Creek as it <br />extends from the harbor to the Downtown Precise Area, as well as the Bayshore Freeway frontage <br />between Whipple Avenue and Woodside Road. In addition, the team would consider <br />recommendations for interconnection of new planning direction for these described areas with <br />Seaport Center, the Outer Bayfront area, and Bair Island (on the Bayfront planning side), and the <br />interconnection of Redwood Creek with the new proposed Downtown Precise Plan in the <br />downtown urban core area. The "Bqyfront Special Stucf:y Area" as described in this contractual proposal <br />does not include the Saltworks site. <br /> <br />Planning for the Bqyfront Special Stucf:y Area will build on the policies and programs outlined in the new <br />Draft General Plan. Specifically this includes the development of pedestrian and water-oriented <br />mixed-use communities that provide public accessibility as defined by Bay Policies BE-IO.I, BE-lOA, <br />BE-IO.6, BE-17A, and Programs BE-13, BE-14 and BE-IS. These policies and programs provide the <br />foundation for the next level of study that would address how these policies could be implemented in <br />a comprehensive plan linking the downtown and the Bayfront.through a system of pedestrian, open <br />space amenities and land uses. <br /> <br />In addition to the new Draft General Plan planning efforts, this proposal will build on the approved <br />precise plans including the Marina Shores Village Precise Plan, the North Main Street Precise Plan, <br />the Downtown Medical Campus Precise Plan and the pending Downtown Precise Plan.
