<br />Exhibit A <br />Bayfront Special Study Area <br />February 10, 2010 <br /> <br />Development of a plan strategy for the Bqyfront Special Stucfy Area will consist of three integrated <br />phases. They can be summarized as follows: <br /> <br />· Phase One: Preparation and Compilation of Baseline Information <br />and Establishment of the Planning Process <br /> <br />· Phase Two: Market Analysis and Generation of Alternatives <br /> <br />· Phase Three: Stakeholder Input and Review Process <br /> <br />This contract focuses on the Phase One work. Subsequent proposals will outline scopes of work for <br />Hart Howerton and consultant team members, including market analysis expertise, for Phases Two <br />and Three. <br /> <br />Preliminary Goals <br />To understand the intent of Phase One we have outlined five preliminary goals to begin the planning <br />process: <br /> <br />1. Compile and consolidate all relevant base material that may influence and support <br />planning efforts related to the Bayfront, Redwood Creek and the downtown. These <br />materials would be made avail~ble to all interested parties, as applicable. <br />2. Identify all land that has the potential to be redeveloped, adapted or connected to a <br />new vision for the Bayfront and Redwood Creek. <br />3. Identify a process to engage and solicit input from stakeholders in order to craft a <br />shared vision for the Bayfront / Redwood Creek Special Study Area. <br />4. Engage market analysts to contribute to the planning and development <br />strategies for the Bayfront and Redwood Creek so that an informed and realistic Plan is <br />realized. <br />5. Craft a planning process acceptable to the City Council, City staff, stakeholders <br />and the community that results in a fair, incentive-based, viable and comprehensive <br />planning approach for the future of Redwood City's Bayfront and Redwood Creek. <br /> <br />Scope of Work - Phase One <br />To meet the goals of Phase One we propose the following steps to be performed sequentially or <br />simultaneously: <br /> <br />Step One: Development of Specific Area Base Maps and Support Base Material- Base <br />maps and base materials would include survey information, ownership information, current <br />and/ or pending development applications and proposals into the City, any applicable <br />environmental data, aerial photos, existing and future land use and zoning information, and any <br />relevant information that would be vital to developing a complete understanding of the planning <br />area. These materials would be assembled into a coherent set of usable documents available for <br />the City and interested parties. Deliverables would include a set of maps and aerials that are a <br />compendium of other City planning documents, but focused on the Bayfront and Redwood <br />Creek. <br /> <br />2 I <br />
