<br />Exhibit A <br />Bayfront Special Study Area <br />February 10, 2010 <br /> <br />Step Two: Site Photo Reconnaissance -- Comprehensive still image site photo work to <br />visually document the area to create a digital photo library will be important for the master <br />planning process as well as in community and stakeholder presentations. It is intended that this <br />photo reconnaissance be an ongoing effort by the City and that this step would begin the <br />initiation of a comprehensive photo library. These images will be of value for City Council and <br />public discussions to illustrate issues, opportunities and constraints. Although image recording <br />will occur throughout the process, this contract includes one day of site recording. Deliverables <br />would include CD's that would include compiled images taken by Hart Howerton as well as <br />other parties. <br /> <br />Step Three: Preliminary Work Session and Visioning - Hart Howerton has a network of <br />consultants who can analyze complex urban areas such as the Bayfront, and can provide strategic <br />thinking and input to preliminary planning efforts. We propose to bring key consultants to <br />review the Bayfront / Redwood Creek area and take part in an informal visioning session to <br />explore preliminary thoughts about the potential of the Bayfront. These consultants include: <br /> <br />a. Retail / Entertainment / Land Use Marketing Analyst - Rick Hill of Village <br />Solutions would provide initial insight into the market potential and strategy for the <br />Bayfront and the linkages to downtown. Rick has the ability to provide visionary <br />leadership in creating the physical makeup of a place. Expenses incurred for this <br />visit are included in this proposal. <br /> <br />b. City Development / Revitalization Expert - Stephen Lawton is the <br />Development Director for Hercules, CA. Hercules has undergone a recent <br />transformation of its downtown and Bayfront community. His thoughts and <br />experience as a City Planning Director in leading the evolution of Hercules into a <br />new waterfront community, and his knowledge of the tools that cities have available <br />to create revitalization have parallels to Redwood City. Expenses associated with his <br />visit are included in this proposal. <br /> <br />In addition to the above, Hart Howerton would explore additional market analysts including housing <br />and commercial office experts, to explore the most appropriate consultants to work with the <br />Bayfront visioning team. Once we have had an initial work session and explored the range of <br />potential market analysts, Hart Howerton would recommend the team that would be most <br />appropriate to develop comprehensive studies. Ideally, the scope of the market analysts would cover <br />the Bayfront area, Redwood Creek, as well as the related downtown area. Contracts for these <br />additional consultants are not covered in this proposal and would be part of Phase Two and Three. <br />Deliverables would include the work session as well as introduction of consultant team members to <br />the City. <br /> <br />Step Four: Development of a Planning Process and Approach to the Bayfront - Any planning <br />effort will involve a thoughtful market analysis and responsive planning process coupled with <br />stakeholder input/review process. In this step, we would therefore work with the City Staff to lay <br />out a strategy and a detailed approach for Phases Two and Three. We anticipate that we would need <br />two work sessions and/or conference calls to craft the process, and to insure that City Staff and City <br />advisory consultants would have the ability to provide their input. We would also help the City to <br />establish the scope and direction for other consultants such as the economic analysis consultant team <br />and think through how the process may dovetail with the f111ancial resources as well as new <br />directions for economic development activities and renewed focus on the downtown. We would also <br />assist the City with the presentation that may be required to present the process and communicate <br /> <br />3 ~ <br />
