<br />Exhibit A <br />Bayfront Special Study Area <br />February 10, 2010 <br /> <br />the approach to the City Council and the community. This scope includes our attendance and <br />participation in one City Council meeting. Deliverables would include a written proposal outlining <br />Phase Two and Three goals and approach, a timeline showing schedule, list of deliverables, an <br />organizational diagram illustrating the process and a proposed approach for a public input and review <br />process. <br /> <br />Step Five: Initial Meetings with Bayfront Stakeholders - In this step we would have preliminary <br />meetings with Bayfront stakeholders to understand their goals and direction, explore current <br />development proposals submitted to the City, and identify any other efforts they are involved with <br />that might affect the planning of the Bayfront, Redwood Creek and the downtown. This would <br />include consultation/brainstorming with key property owners such as SyWest, The Pauls <br />Corporation, Paula Dccelli, Abbott Labs, Toyota 101, and other Bayfront vested stakeholders to be <br />identified.. Meetings would also include the Chamber of Commerce, as well as other downtown <br />development groups/organizations. These stakeholder meetings would begin to describe the extent <br />of land that is available for redevelopment as well as solicit stakeholder cooperation and input <br />towards crafting a shared vision. In addition, we would explore regulatory agency jurisdictions and <br />their related policies to understand the opportunities and constraints that might impact proposed <br />development scenarios. To accomplish this, we would be available for two full days to meet with as <br />many stakeholders as possible. We would work with the City to defme key stakeholders and insure <br />that they would be included in these meeting sessions. Deliverables would include a summary map of <br />the available land that could be part of redevelopment, coupled with any other overlay district or <br />jurisdictional information would be generated. <br /> <br />Step Six: General Plan Support and Review of Comments - The City has asked HH to review <br />the new Draft General Plan to suggest additional policies, programs and implementation measures <br />that would apply to the Bayfront / Redwood Creek Special Study Area, and to provide related City <br />Staff support to that component of the Draft General Plan. Deliverables would include a written <br />summary of the proposed new language. <br /> <br />Schedule <br />We propose to complete all of the work described above by March 30,2010. <br /> <br />4 I <br />
