The Planning Commission will be holding an EIR <br /> scooping sessian and NOP review on March 3fl,2Q10. <br /> �OWNTOWN PRECISE PLAN <br /> tn addition to preparing a new EIR,staff has updated the DTPP to address the same Court <br /> related issues, and to further strengfhen ti�e Dawntown Precise Plan based on lessons <br /> learned while the original DTPP was in effect. In doing so, staff#ook advantage of the <br /> opportunity to improve and simplify key aspects of the document. This included the <br /> incorporation of a shadow policy and a clearty stated and highly detailed set o#historic <br /> resource preservation regulatians.This action has resulted in a plan which is easier to use <br /> for developers,community members,and staff,while also remaining faithful ta the visi�n <br /> and goals of the original plan adopted by the Council. <br /> Highlights of changes to the New DTPP include: <br /> • Inciusion of a completely rewritten Historic Resources Preservation Section in Book <br /> il which identifies all historic resources in the DTPP area, applies thorough <br /> preservation standards and guidelines to each resource, and summarizes <br /> applicable preserva#ion measures found throughout the Precise Plan. <br /> • A Historic Resaurces appendix which incfudes a full survey of both existing and <br /> potentia{historic resources;detaited information about each resouree;clarification <br /> ofi historic resources praje�t review process; and an extensive discussion of how <br /> the findings in the survey affects the regulations in Book I!{such as permitted uses, <br /> parking requirements, height reductions,and required setbacks)of the new plan_ <br /> • Inclusion of new shadow impact policies and an appendix featuring a discussion of <br /> the findings of the shadow study and how those findings impact the regulations in <br /> Boak fl of the new Plan. <br /> A full summary of DTPP revisions incfuding the new DTPP sections are inciuded in <br /> Attachment 1. <br /> PUBLIC N4TICE AND COMMENT PERfOD <br /> . The City is embarking on a public outreach program forthe development of the draft <br /> EIR and DTPP which includes the following noti�cation: <br /> o Published a pubic hearing not�ce in a iocal newspaper and sent out notices � <br /> to property owners and tenants within the DTPP Area, and to adjacent <br /> property owners within 300 ft.of the DTPP bvundaries(required) <br /> o Sen#copies of the N�P ta interested public agencies and to all previous <br /> recipients(required); <br /> o Sent copies of the notice to interested developers, Downtown Business <br /> Group, and other individuals who have expressed interest in the downtawr� <br /> (optidnal); <br /> o Published a special display ad in a local newspaper and in a local monthly <br />
