<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br /> <br />SCOPE OF WORK OVERVIEW <br /> <br />The primary objective of this study is to fully define a vision of a redeveloped Bayfront <br />and Redwood Creek for the City of Redwood City and the implications of such <br />redevelopments on Redwood's downtown. The process to realize this goal starts with a <br />filtering and refinement of the various studies previously produced to create a distilled <br />vision of a vibrant marketplace integrated into a whole and complete community that <br />expresses the lifestyles, cuisine, entertainment, technology, and art of Redwood City. <br /> <br />Based on the preliminary concept, an extensive market research analysis will be <br />completed for the Bayfront, Redwood Creek and downtown Redwood, along with the <br />surrounding areas. This research will be based on an audit of existing studies as well <br />as a collection of current market data to include lifestyles, consumer buying power, <br />households and household make-up, incomes, daytime work population, existing <br />visitors and potential visitors to both the downtown and the Bayfront. <br /> <br />Once the preliminary vision has been set and the market research completed, proposed <br />uses for the North Main Street district and the Bayfront Areas will be fully identified. <br />Next, the targetAreass will be merchandised with a listing of the preferred retail <br />concepts, uses and experiences - those that meet the vision of the Bayfront and <br />Redwood Creek and are compatible with the target consumer profile. At the conclusion <br />of the merchandising phase a detailed list of proposed uses will be presented along with <br />word diagrams that further explain the recommended direction of the Study Areas. <br />Additionally, a "look book" will be created that is filled with the operative images of <br />proposed housing, retailers, restaurants and other uses. <br /> <br />Upon completion of the research and merchandising strategy, a schematic plan for the <br />Bayfront and Redwood Creek will be created. This step begins with the creation of <br />bubble diagrams on the site plans. Within these diagrams we explore circulation, site <br />lines and focal points in order to define the optimum placement of buildings and uses. <br />Through progressive steps the rough conceptual plans move from bubbles to connected <br />Areas and finally to schematic outlines of the proposed uses and buildings. <br /> <br />The site plan, use plan and market research become the basis of the financial plan. <br />Proposed uses are placed on a plan and a value is assigned to each use, to each space <br />and to each retailer. Next we create financial models to test the viability of the proposed <br />uses.
