<br />The final comment about the "Complete Streets Committee" was to have staff look at "The <br />Complete Streets Committee just as BCC's are being looked at." <br /> <br />Council Member Bain said that on item 6.3.B this is an important issue and he wanted to <br />highlight it as a final effort in making the community safer. <br /> <br />6.1 E excluded - Council discussion <br /> <br />Peter Vorametsanti, Supervising Engineer, gave a brief overview of the situation. He <br />referred to the issue of the references as the determining factor for the rejection of the <br />bids. <br /> <br />Public Comment <br />Guy Stockbridge, owner of Elite Landscaping, Inc., expressed his confidence in their <br />qualifications and ability to perform the job. He spoke to the specifications regarding the <br />disqualifications and reiterated that their subcontractors are more than qualified and <br />bonded to do these jobs. <br /> <br />Glenn Bennett, General Manager of Elite Landscaping, Inc. spoke about the lengths they <br />went to partner with other construction companies. He mentioned other work that they <br />have done, and having references that speak for themselves. <br /> <br />Diane Howard, a resident of Redwood City, former Parks, Recreation and Community <br />Services Commissioner, former Council Member, and a retired softball pitcher, thanked <br />staff and Council for Hawes Park. She noted that this is one of her favorite parks in the , <br />city. On another note she commented that the Pride and Beautification Committee is trying <br />to streamline its operations to make them more efficient, and she is hoping that this will be <br />a blueprint for other Boards, Commissions and Committees. <br /> <br />Interim City Attorney Abrams covered the bid specifications as well as the issue related to <br />the references. He suggested a modified motion as delineated on the slides he projected <br />(presentation on file). He noted that the Council's only other option is to reject all bids and <br />go out to bid again. <br /> <br />MIS Gee/Bain to approve the contract documents and award the contract for the Hawes <br />Park renovation Project to Robert A. Bothman Inc. of San Jose for their responsive and <br />responsible bid of $1, 421,128.00 and authorize the City Manager to increase the contract <br />amount up to 100/0 of the amount awarded if necessary. The motion includes wording as <br />specified on slides provided by Interim City Attorney Abrams to read: Reject the bid <br />submitted by Elite Landscaping Inc of Clovis finding that the bid is non-responsive and <br />adopt the following additional findings: Elite has failed to submit references as required by <br />the bid specifications. Elite's request that the City rely upon a supervising employee's past <br />experience with contractors other than Elite does not comply with the bid requirement that <br />Elite itself have been the prime contractor on past jobs. Elite was informed of the <br />reference deficiencies in its bid and was given multiple opportunities by City Staff to submit <br />qualifying references. To award to Elite would change the bid specifications to the <br />detriment of other bidders.
