<br />One Council Member wants to invite "forward" and "progressive" thinking. This Council <br />Member wanted to balance historic resources with change and how civic "uses" are <br />applied. Another Council Member agreed with the comments and thanked staff for the <br />hard work. He was very pleased and is anxious to move forward. One Council Member <br />thanked staff for all the work but she commented that she is tired of plans. For her, it is <br />frustrating that this began in 2004 and is not finalized. She made comments about private <br />versus public standards. She added that she expects staff to talk to the property owners <br />so that there are no surprises and people are aware of what is coming. One Council <br />Member added that this has been in the works for 15 years. This Council Member feels <br />that some residents have lost their savings and investments because the vision was not <br />ready to be rolled out. He wants this current vision to come to fruition and offered his help. <br /> <br />Yet, another Council Member agreed that communicating sooner rather than later is better. <br />She likes the visuals of the train and is looking forward to Mr. Watry's suggestions. She <br />mentioned EI Camino Real and the need for a report on the Grand Boulevard Initiative. <br />She would like the city to be in a state of funding readiness. She is looking forward to <br />seeing what will happen to Main Street and how to address compatibility issues. <br /> <br />Vice Mayor Aguirre mentioned that there was an Art District in the prior Plan. She asked <br />how staff will address conflicting uses such as housing and entertainment. Mr. Zack <br />explained that originally Main Street was retail with an art emphasis. Because of the desire <br />to keep a stronger historic and retail character in Main Street staff moved away from that <br />direction. So the goal is to cluster the music and entertainment sectors near restaurants <br />but further away from housing areas. If these overlap, then find mitigating measures such <br />as dual pane windows. Mayor Ira said that if staff believes all the requirements have been <br />met and we are ready to meet the Judges' requirements then he said let's get it done now <br />and not add any additional costs. He expressed his concern for those who were prepared <br />to invest downtown and then had to halt their plans. <br /> <br />C. San Mateo County Sheriff's proposed replacement jail in Downtown Redwood <br />City - City Council/Redeve/olJment Aaencv Board. <br /> <br />Recommendation: <br />By motion, approve the professional services agreement with Davies Public Affairs <br />for the not-to-exceed amount of $310,000.00, utilizing Redevelopment Agency <br />funds, and direct the Redevelopment Agency executive director (city manager) to <br />execute the agreement. <br /> <br />A Call to Action: <br />"We must protect the vision and the investment in our Downtown!" <br />RDA Minute Order 10-04 <br />City Manager Ingram gave a brief overview on the matter explaining how the Mayor and <br />the Vice Mayor (as a Council subcommittee) have been meeting about this issue. He <br />acknowledged this is a large and aggressive plan to work with the County to find the right <br />site, protect our downtown, and express to the County our strong opposition to the current <br />site plan.
