<br />Public Comment <br />Jerry Pierce, representing, Citizens to Protect Redwood City (CPRC), said he strongly <br />opposes a new jail in Redwood City. He spoke about the need for new housing and retail <br />and concerns that the impact from this issue could cause delays to the economic <br />revitalization of downtown. He said CPRC is ready to support Council's efforts. <br /> <br />M/S Foust/Pierce to approve the staff recommendation. <br />Council Member Foust expressed her frustration at the process since she has been serving <br />on the Jail Planning Advisory Committee since September. She added that Nancy <br />Radcliffe, Chair of the Planning Commission and this Council Member had systematically <br />stated their opposition to the downtown location. She thanked Mr. Jerry Pierce for his <br />support, and Council Member Pierce said that it is important to read the report that has <br />been submitted on the matter. Motion carried unanimously by electronic vote. <br /> <br />8. PUBLIC HEARING <br /> <br />A. Public Hearing Appealing the Denial of a Massage Establishment and <br />Technician Permit, under 18A.23RCC. <br /> <br />Recommendation: <br />Deny the appeal, thereby denying Jian Xin Trujillo-Liu's massage establishment and <br />massage technician permits based on violations of Redwood City Municipal Code <br />sections 18A.7 and 18A.15 which require denial of a permit when an applicant <br />makes false, misleading or fraudulent statements of fact in the permit application. <br /> <br />Mr. Blanc, Police Administrative Sergeant, provided details on the application and how it <br />omitted prior employment history. He explained he had requested the information more <br />than once. <br /> <br />Mayor Ira opened the Public Hearing. <br /> <br />Public Comment <br />Robert Cummings, an attorney representing Ms. Trujillo-Liu, stated the merits of their <br />situation and addressed issues delineated in the staff report regarding her permit <br />application. <br /> <br />Andrew Trujillo, a 40-year resident of Redwood City, spoke on behalf of his wife, Ms. <br />Trujillo-Liu, and addressed issues regarding her permit application. He believes she did <br />nothing wrong and feels prosecuted for no reason. He opined she wants to open a <br />business that would be an asset to the Redwood City community. <br /> <br />Jin Xin Trujillo-Liu spoke in Chinese and Mr. Gon Yin provided the translation in English. <br />She expressed her thanks for the opportunity to speak this evening. She said that due to <br />her limited English, it is hard to make a living during these economic times and that is why <br />she decided to open a business that would allow her the flexibility to go to school and learn <br />English. She said that she may have been remiss on the application, but that there was no <br />intention to deceive. She provided background information on the issues pertaining to her <br />permit application and opined that there is insufficient reason to deny her permit.
