<br />6.1C <br />Page 1 <br /> <br />REPORT <br /> <br /> <br />April 12, 2010 <br /> <br />SUBJECT <br />Reject all Bids - Route 1 01/Ralston Avenue Interchange Highway Planting Project <br /> <br />RECOMMENDATION <br />Reject all bids and authorize staff to re-advertise this project for public bidding. <br /> <br />BACKGROUND <br />The Ralston Avenue/Marine Parkway/Route 101 Interchange Project reconfigured the <br />ramps and roadways at this freeway interchange. The preliminary environmental <br />reviews began in 1998 and project completion was achieved in 2008. The project <br />involved as many as three municipalities at various times and Caltrans. <br /> <br />Landscaping was originally intended as a component of the scope of work for the <br />construction of the interchange. However, Caltrans required the retention of the <br />performing contactors' bond for at least three years to ensure the maintenance of the <br />landscaping. For this reason, the <br />Contract Document was not assembled to address the Federal nature of the funding <br />source. At the time of the writing of this report, a second round of ARRA funding is <br />being debated at the federal level and staff has requested $350,000.00 of supplemental <br />funding for this project if the grant becomes available. F or this reason, staff is <br />recommending the rejection of all bids and rebidding this project to take advantage of <br />the federal grants. <br />
