<br />6.2D <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />April 12, 2010 <br /> <br />SUBJECT <br />Application for Jobs for Main Street Act of 2010 (JMSA) funds for the 2009-2010 Street <br />Pavement Overlay project <br /> <br />RECOMMENDA liON <br />1. Adopt a "Resolution of Local Support" to allow staffs application for JMSA funding. <br />2. Approve, by resolution, use of JMSA funds, if awarded, for the 2009-2010 Street <br />Pavement Overlay project. <br />3. Authorize, by motion, the City Manager to execute related grant documents and <br />accept funds if awarded. <br /> <br />BACKGROUND <br />On April 27, 2009 Council passed a "Resolution of Local Support" to allow staff's <br />application for $1.259 million of American Recovery and Reinvestment Act (ARRA) <br />funds. Additional federal legislation, the Jobs for Main Street Act of 2010, (JMSA) is <br />expected to be enacted very soon. Similar to the ARRA, the JMSA is a $150 billion <br />package of tax cuts and spending programs designed to stimulate the national <br />economy. And, as were ARRA funds, JMSA funds granted to the state will be <br />administered by Caltrans, who in turn, will assign a significant portion of the funds to the <br />Metropolitan Transportation Commission (MTC) and other regional transportation <br />planning agencies. As the prospective recipient of JMSA funds for this region, MTC has <br />established priorities for how JMSA funds will be spent in the Bay Area. Locally, MTC <br />will allocate JMSA funds to the City/County Association of Governments (C/CAG) to <br />distribute to agencies in San Mateo County. <br /> <br />C/CAG estimates that approximately $11 million in JMSA funds will be made available <br />to the 21 agencies in San Mateo County responsible for local street and road projects. <br />C/CAG uses the same formula to allocate JMSA funds as is used to allocate Measure A <br />funds. Based on this formula, Redwood City's expected share of JMSA funding is <br />approximately $1,820,000. On January 11, 2010, C/CAG sent a "call for projects" to all <br />jurisdictions in San Mateo County. Staff responded with a preliminary proposal that <br />identified the 2009-2010 Overlay project (sections of East Bayshore Road, Hopkins <br />Avenue, Redwood Avenue, and Veterans Boulevard) for JMSA funding. Applicants for <br />JMSA funding are required by MTC to adopt the "Resolution of Local Support". <br /> <br />The roadway resurfacing currently indentified as the 2009-2010 Street Pavement <br />Overlay project and proposed for JMSA grant funding is as follows. <br />. East Bayshore Road, from Seaport to Haven <br />. Hopkins Avenue, from EI Camino to Upland <br />. Redwood Avenue, from EI Camino to Valota <br />. Veterans Boulevard, from Whipple to Chestnut <br />The work will include curb ramps to resolve accessibility deficiencies and bicycle <br />enhancements. <br />
