I~
II-
BkF

APPROACH

EXHIBIT A - SCOPE OF WORK

Seaport Centre Maintenance District - Conditions Report
PROJECT UNDERSTANDING

Our understanding of the services requested by the City of Redwood City is based on the
Request For Proposal (RFP) dated January 19, 2010. BKF Engineers will provide the
services to create an updated Conditions Report documenting the existing Seaport Centre
Maintenance District's improvements. This Report will establish a new S-year budget for
the District.

As sub consultants to BKF, the closed circuit video inspection (in Wincan Version 8
compatible format) will be provided by North Cal. Our sub consultant, V &A Engineering,
will provide the inspection and testing of cathodic protection.

SCOPE OF SERVICE

Task 1. Data Collection and Existing Conditions Evaluations

Task la.

Attend Coordination Meetings and Project Management

BKF will attend meetings, as needed, with the City and coordinate with property owners
and tenants 10 ensure timely progress is made. This includes coordinating site access for
sub consultants and survey crews.

Task lb.

Site Review, Survey, and Observations

BKF will perform a site walk of the pertinent areas. We will review levee structures and
bay side erosion control, such as potential sloughing or rip~rap attrition. Levee review will
be limited to obvious flaws and does not include any structural or geotechnical analysis.
A topographic survey will be prepared to document the crest height of the levees. GPS
(NA VD88) survey shots will be taken every 50~feet along the overall levee length of
approximately 5,200-feet.

The condition of the storm drain (approximately 1,OOO-feet) will be reviewed in the field,
including closed circuit video inspection. Two storm drain pump stations will be
inspected.

The condition of the sanitary sewer (approximately 900~feet) will be reviewed in the field,
including closed circuit video inspection. One sanitary sewer pump station will. be
inspected.

The condition of the water facilities will be reviewed in the field, including cathodic
protection and accessible appurtenances.

For all the utility inspections, we assume no potholing or other subsurface exploration will
be required other than specifically noted above. If lengths of utilities or levee are longer
than assumed above, additional budget may be required.

......-.....-- -CTt};otRedvrooa'city'::"sea'pori"cs'nlre'Ms'iri"tenance'6isiric(:.Con(fiiion.s.Repoif.......~......... ...................._...........--... -.-.. .....,...-.--_..~-.-650:482:630o
Date: February 5, 2010 (rovlsed 2/19/2010) www.bkf.com
