This proposal is based on information provided in your email of July 23rd and
subsequent phone conversation of July 28th.

PROJECT UNDERSTANDING

The Downtown Redwood City parking system contains a combination of off-street parking
garages, surface lots and on-street metered parking spaces. The City's parking operations utilize
pay-on-foot and pay-in-Iane machines in the garages and pay-by- space meters for the parking on
surface lots and streets. The City would like to hire a qualified parking consultant to evaluate the
current off-street parking operation and Parking Access and Revenue Control System (PARCS) to
determine if there are opportunities for operational improvement and cost savings.

SCOPE OF SERVICES

A detailed description of our proposed scope of work is as follows:

1. Review existing parking management agreement with AMPCO (City's th ird party
operator).

2. Review the operating expenses (including the operator's management fee) for the past
twelve months to determine if they were incurred at the City locations, allowable under the
agreement and within industry standards.

M:\PROPOSAL \2009\Government\City of Redwood City\Revised Proposal 072809.doc
