Provide cost comparisons between 3rd Party Management and Self Operation. <br />4. Observe the current off-street parking operations in the three City owned parking facilities <br />to: <br /> <br />a. Determine the condition and expected life span of the existing Parking Access and <br />Revenue Control System (PARCS) equipment, its ability to control revenues <br />effectively, and provide the level of efficiency and automation required by the City. <br /> <br />b. Review ticket and validation read error data provided by the City and compare <br />these to current industry standards. <br /> <br />c. Compare methods of operation (i.e. gated vs. un-gated systems) to determine: <br /> <br />I. The feasibility of converting to an un-gated system. <br /> <br />II. What the operational requirements are for each system. <br /> <br />iii. The anticipated capital costs to change to an un-gated system or upgrade <br />the existing gated system. <br /> <br />IV. The anticipated annual operating costs associated with each option. <br /> <br />5. Observe the current on-street parking operations in the City to: <br /> <br />a. Determine the condition and expected life span of the existing Multi-Space Meters <br />(MSM) <br /> <br />b. Review the MSM maintenance records and project remaining life-cycle costs. <br /> <br /> <br />c. Compare costs and features to other MSM's on the market <br /> <br />6. Provide a draft letter report documenting our findings and recommendations. <br /> <br />7. Participate in one (1) meeting with City staff to discuss the findings and recommendations <br />in our draft report. <br /> <br />8. Incorporate one set of City comments and issue fjnalletter report. <br /> <br />SCHEDULE <br /> <br />We can begin work immediately upon receipt of your authorization to proceed. Our letter report <br />will be submitted within four weeks of our project start date. <br /> <br />PROFESSIONAL FEE <br /> <br />We propose to provide the Scope of Services for this project on an hourly fee plus reimbursable <br />expenses basis in accordance with Walker's Standard Billing Rates and with the attached <br />
