<br />6.30 <br />Pa e 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Manager <br /> <br />April 26, 2010 <br /> <br />SUBJECT <br />Resolution amending the City of Redwood City's Classification Plan. <br /> <br />RECOMMENDA liON <br />Approve by resolution the classification of Senior Human Resources Analyst in the <br />Executive/Confidential Group. <br /> <br />BACKGROUND <br /> <br />In an effort to continue to provide critical services in the most effective and efficient <br />fashion, the Human Resources Department has analyzed its current operations to <br />identify core service areas and cost-effective service delivery strategies. The <br />department's main function relates to the City Council's articulated core service area of <br />legal and regulatory compliance. In partnership with the City Attorney's Office and <br />Finance Department, the Human Resources Department provides this oversight in the <br />program areas of recruitment and selection;. employee relations; classification and <br />compensation; workers' compensation and safety; mandated training; and benefits <br />administration. The Human Resources Department directly contributes to the Council's <br />strategic initiative of effective municipal, or government, operations. The department <br />does this by developing efficient and effective service delivery models. Using the core <br />service area of legal and regulatory compliance and the strategic initiative of effective <br />municipal operations as a foundation, the Human Resources Department analyzed its <br />services and developed a department restructure. <br /> <br />Appendix A is the proposed department organization chart. It reflects a department <br />structured around three program areas: <br /> <br />. Program Area 1: Health, Safety, and Worker's Compensation, and Employee <br />Benefits; <br />. Program Area 2: Organizational and Employee Development; <br />. Program Area 3: Labor Relations, classification and compensation, budget and <br />personnel administration; administrative support for the Human Resources <br />Director. <br /> <br />The Senior Human Resources Analysts who staff program area 1 and 2 will also <br />provide recruitment and personnel generalist duties to client departments. The <br />department will retain one administrative assistant who will provide administrative <br />support to the entire department. Additionally, the department will continue to employ <br />one Human Resources Technician to administer the City's various benefit programs to <br />over 500 employees. Some casual hours will also be budgeted to maintain the plethora <br />of files and records related to personnel, benefits and workers' compensation. <br />
