8A REPORT To the Honorable Mayor and City Council From the Ci Mana er April 26, 2010 SUBJECT Adoption of the Consolidated Plan for 2010 - 2015 and Annual Action Plan for 2010-2011 RECOMMENDATION 1. Approve, by Resolution, the Consolidated Plan for 2010-2015. 2, Approve the Housing and Human Concerns Committee's Funding Recommendations for, 2010/2011 - Annual Action Plan. 3. Authorize City Manager to execute all required documents for the submittal to the U.S. Department of Housing & Urban Development (HUD), BACKGROUND As a condition of receiving federal funds, the City is required to prepare and adopt a Consolidated Planning Strategy every five years. A Consolidated Plan is a community building process where stakeholders establish a vision for assessing the needs of the low income community, and create a strategy on how federal and local funding will be used over the term of the Plan to meet the identified needs. The Plan serves four separate but integrated functions: . As a planning document for the jurisdiction, which builds on a citizens participation process at grass roots level in the community; . As an application for the receipt of federal funds under HUD's formula grant programs; . As a strategy to be followed in carrying out HUD programs; and . As an action plan that provides a basis for the City, the community and HUD to assess its performance on an annual basis. The City's current Plan 2005-2010 will expire effective June 30, 2010. The Consolidated Plan The Consolidated Plan is a performance measure tool that accounts for how the City uses federal funding to meet the needs of low income households: The Plan: 1) documents the City's Homeless and Housing Need and Housing Market Needs Analysis to determine adequacy in the supply of housing and community development services and facilities for the needs identified in the assessments conducted; 2) articulates programs and priorities in a Five Year Strategic Plan to meet needs based on leveraging federal dollars with other sources of funding; and 3) develops Annual Action Plans identifying how funds will be spent each year of the Plan period to implement the Five Year Strategic Plan. The Consolidated Plan requires a Citizen Participation process for public input on how funds are to be used within the community. Five Year Strategic Plan Based on consultations conducted by Pacific Municipal Consultants (PMC), the City's Consolidated Plan consultant, with over 60 organizations and vested stakeholders from October 2009 to December 2009, there were recurring themes that came from the discussions.
