<br />8A <br /> <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />April 26, 2010 <br /> <br />SUBJECT <br />Adoption of the Consolidated Plan for 2010 - 2015 and Annual Action Plan for 2010-2011 <br /> <br />RECOMMENDATION <br />1. Approve, by Resolution, the Consolidated Plan for 2010-2015. <br />2, Approve the Housing and Human Concerns Committee's Funding Recommendations for, <br />2010/2011 - Annual Action Plan. <br />3. Authorize City Manager to execute all required documents for the submittal to the U.S. <br />Department of Housing & Urban Development (HUD), <br /> <br />BACKGROUND <br />As a condition of receiving federal funds, the City is required to prepare and adopt a <br />Consolidated Planning Strategy every five years. A Consolidated Plan is a community building <br />process where stakeholders establish a vision for assessing the needs of the low income <br />community, and create a strategy on how federal and local funding will be used over the term of <br />the Plan to meet the identified needs. The Plan serves four separate but integrated functions: <br />. As a planning document for the jurisdiction, which builds on a citizens participation process <br />at grass roots level in the community; <br />. As an application for the receipt of federal funds under HUD's formula grant programs; <br />. As a strategy to be followed in carrying out HUD programs; and <br />. As an action plan that provides a basis for the City, the community and HUD to assess its <br />performance on an annual basis. <br /> <br />The City's current Plan 2005-2010 will expire effective June 30, 2010. <br /> <br />The Consolidated Plan <br />The Consolidated Plan is a performance measure tool that accounts for how the City uses <br />federal funding to meet the needs of low income households: The Plan: <br />1) documents the City's Homeless and Housing Need and Housing Market Needs Analysis to <br />determine adequacy in the supply of housing and community development services and <br />facilities for the needs identified in the assessments conducted; <br />2) articulates programs and priorities in a Five Year Strategic Plan to meet needs based on <br />leveraging federal dollars with other sources of funding; and <br />3) develops Annual Action Plans identifying how funds will be spent each year of the Plan <br />period to implement the Five Year Strategic Plan. <br /> <br />The Consolidated Plan requires a Citizen Participation process for public input on how funds are <br />to be used within the community. <br /> <br />Five Year Strategic Plan <br />Based on consultations conducted by Pacific Municipal Consultants (PMC), the City's <br />Consolidated Plan consultant, with over 60 organizations and vested stakeholders from October <br />2009 to December 2009, there were recurring themes that came from the discussions.
