<br />8A <br />Page 2 <br />Housing & Human Concerns Committee used this information to identify five priority strategies <br />as presented in Attachment # 2 - Funding Criteria and Priorities and Attachment # 3 - Five Year <br />Strategy and their Relationship to General Plan Policies. Redwood City will use the Five Year <br />Strategy as a baseline for funding recommendations, monitoring and performance evaluation <br />over the five year period, <br /> <br />Annual and five year goals to be met under these priority strategies are contained in Attachment <br /># 4 - Performance Outcomes document labeled as attached to this report. <br /> <br />Annual Action Plan <br />A key component of the Consolidated Plan is an Annual Action Plan. The Annual Action Plan <br />constitutes funding recommendations made by the Housing & Human Concerns Committee <br />(HHCC) and approved by Council each year to implement one year of the effective Five Year <br />Strategy. The funding recommendations suggest dollar amounts and specific programs and <br />activities to be funded from each annual entitlement of CDBG and HOME funds-the City will <br />receive during the five year term. The HHCC received and reviewed proposals for a wide range <br />of programs and service providers, and is recommending an Annual Action Plan for 201 0-2011 <br />that proposes funding of 17 programs and activities to be carried out during the first year of the <br />Plan at a cost of $1,484,258. This budget included $783,457 in CDBG funds, $450,801 in <br />HOME funds, and $250,000 from Program income received from the Home Improvement <br />Program's revolving loan fund. These programs and activities implement the priorities of the Five <br />Year Strategy for program year 201 0-2011. Other state and local funds will be used to leverage <br />these dollars for housing and supportive service activities. Attachment # 5 - Annual Action Plan <br />Recommendations and Budget Sources and Uses for the FY 2010-2011. The Annual Action <br />Plan identifies fund sources and amounts allocated to each priority need. <br /> <br />A binder of all proposals and financial statements received by the HHCC are available for review <br />in the Office of the City Clerk and the Planning, Housing & Economic Development Department. <br /> <br />Citizen Participation <br />The Housing and Human Concerns Committee has met the requirements of the City's adopted <br />Citizen Participation Plan in the development of this Consolidated Plan. The Committee began <br />the process in the fall of 2009, when consultations were held with approximately 60 non-profit <br />and other public and private organizations and focus groups through several public meetings, <br />one study session, and two public hearings. The Planning Commission reviewed the Five Year <br />Strategy on January 19, 2010 and Action Plan for conformance to the General Plan on March <br />16, 2010, finding the strategy, priorities, and funding recommendations to be consistent with land <br />use, housing, and community building elements of the General Plan. Additionally, staff <br />consulted with the Redwood City Human Services Network (a group of over 40 non-profit <br />organizations providing services to Redwood City residents) and various other service, health, <br />and housing providers to identify where needs have changed and the priorities required to carry <br />out Plan goals during the five year period. Copies of the draft document, meeting agendas and <br />minutes are available for public review in the Planning, Housing, & Economic Development <br />Department. <br /> <br />Needs Assessment Update Process <br />The federal statute mandating the Consolidated Plan cites the most recent U.S. Census data <br />and special income and ethnic data Census runs specifically for HUD funded programs as the <br />official and primary data to be used to analyze needs (based on population, ethnicity, homeless <br />count, housing inventory, substandard housing count, etc. within Redwood City. <br />
