<br />8A <br />Page 3 <br />Special needs populations include, but are not limited to, chronic homeless, extremely low <br />income and minority households, persons with HIV/AIDS and other disabilities, frail and elderly <br />persons, persons overpaying for housing, persons living in substandard housing conditions, and <br />persons living in overcrowded households. <br /> <br />Other updates are counts of the number of Redwood City residents served by non-profit <br />organizations, the number of homeless served in shelters, point and time homeless counts, and <br />local home sales and rent survey data. <br /> <br />The Community Needs Assessment also reflects supportive services and non-housing needs, <br />including neighborhood improvements such as community facilities, parks, childcare and senior <br />centers. The 2000 Census data shows that low income households have greater needs than in <br />1995. The Community Needs Assessment will be updated when the 2010 Census data becomes <br />available. The Five Year Strategies proposed and goals set for the Five Year Plan address <br />these needs. <br /> <br />FISCAL IMPACT <br />Revenues for the Annual Action Plan for Fiscal Year 2010/2011 are: $783,457 from Federal <br />Community Development Block Grant funds, $450,801 from Federal HOME Investment <br />Partnership Funds, and an estimated $250,000 to be received in Program Income for a total of <br />$1,484,258. <br /> <br />Adoption of the Consolidated Plan and Annual Action Plan positions the City to receive an <br />estimated seven million dollars in federal/external funds over the five year period. The City will <br />be able to allocate these funds to meet the needs of low income persons.
