<br />8A <br />Page 7 <br />G. Extent to which proposed projects will respond to the Funding Criteria as established by the HHCC for <br />FY 2010 -2011: <br /> <br />1. Increase the supply of Affordable Rental housing; preserve existing affordable rental housing, <br />and improve the condition of existing housing (renter and owner). This goal includes the <br />provision of special needs housing. <br /> <br />2. Provide comprehensive Homeless services with priority given to: <br />· Coordinated Services, <br />· Homeless Access to Services Policy I and <br />· Direct Services. <br /> <br />3. Support Human Service programs that meet the basic human services Needs of low income <br />persons with an emphasis on serving priority needs populations. <br /> <br />4. Provision of Non-Housing Community Development Public Facilities and capital improvements <br />including but not limited to senior facilities, preschool and child care centers, safe recreational <br />facilities, transportation for low income seniors, youth and others with limited mobility and <br />removal of architectural barriers. <br /> <br />5. Create Economic Development opportunities including training/re-training, job <br />development/creation, small business lending and cleanup/remediation of contaminated sites <br />and market employment opportunities to local residents that create job skills and create/retain <br />employment opportunities for the un-employed and under-employed, disabled, and homeless. <br /> <br />All of the above criteria includes but is not limited to special needs populations as defined by the <br />Consolidated Plan. To the extent possible, the HHCC will consider all proposals for housing & homeless <br />intervention activities under the CDBG Program. <br /> <br />The CDBG program test would ask "Does the activity increase rental housing, prevent or intervene in <br />homelessness, or provide supportive services leading to employment and permanent housing?" <br />
